If that is the case, and it is custom and practice and a general principle that can be considered, why is it being restricted to large-scale residential developments and not all planning applications? I am not at all convinced that specifications of solar panels on roofs or the size and depth of attenuation ponds, for example, fit into the design envelope. We all know there is a degree of flexibility in terms of final plans.
