They cannot afford to fail and the Government cannot allow them to. No organisation whose core funding comes from the HSE can afford an increase of €13,000 to €14,000 in energy costs. It is not practical. There must be full cost recovery for section 39 projects. I hope the Government will ensure that happens. There is no fat in these organisations and the Tánaiste knows that they have been cut to the bone over the past ten years. They are running on air and, therefore, it is important that a commitment be given to all projects.
