The person who is best placed to answer questions about foreign affairs policy is the Tánaiste and Minister for Foreign Affairs. I am sure he would be happy to answer the Senator's question. My understanding, however, is that there has been no change of policy. On the question of agreements between the EU and Israel, all those agreements should include a clause that explicitly excludes the territory that was occupied by Israel in 1967. That is the policy of the EU and of Ireland. In this particular case, I understand that the memorandum of understanding is non-binding. I do not know if that is relevant.
