We can take it as given that everybody has no issue with the plan being a three-year plan. It is important. There is no doubt that we need a strategic plan. I know the Minister of the day can amend that plan or the procedures relating to that plan. A plan may be approved today but events within the next three years could have implications for it. Would the likes of the events that took place in this city three weeks ago today have implications for an approved plan relating to resources, policing models and how An Garda Síochána carries out its duties? How would circumstances reach a point whereby a plan would need to be looked at again and have something stitched on to it or taken from it?
