Planning and Development Bill 2023: Report Stage (Resumed) Dail Éireann — 2024-06-12 ============================================================ Eoin Ó Broin (SF), Dublin Mid-West I move amendment No. 138: In page 65, to delete lines 16 to 26 and substitute the following: “(a) securing sustainable development across the State; (b) substantially reversing negative trends and indicators in respect of biodiversity loss, water quality, air quality, green-house gas emissions at local and national level, and to provide for continuous improvement of such indicators, through a consistent and robust plan led approach to delivering on such transformations and the protection and restoration of nature under the National Planning Framework; (c) integration of Ireland’s national climate objective, and an increasingly ambitious approach to staying below sectoral emission ceilings both arising the Climate Action and Low Carbon Development Act 2015, informing a holistic and comprehensive approach to plan-led development across the State, consistent with the requirements of section 3(3) of that Act, and the progressive ambition required under Article 3 of the Paris Agreement which Ireland has ratified; (d) the objectives of the National Biodiversity Action Plan; (e) improving the health and wellbeing of existing and future populations in Ireland and to provide for the establishment of meaningful and effective metrics in this regard, and collation and monitoring and publication of relevant data accordingly; (f) supporting proper planning and sustainable development in urban and rural areas; (g) maximising the potential of the regions, while supporting proper planning and sustainable development and health and wellbeing; (h) substantially reducing the prevalence of environmental pollutants in the State, in particularly persistent or harmful pollutants; (i) to promote the use of less resource intensive development and reduce the environmental impact of development; (j) to support the achievement of a just transition to sustainable development; (k) supporting the circular economy (within the meaning of section 6 of the Circular Economy and Miscellaneous Provisions Act 2022); (l) securing the coordination of regional spatial and economic strategies and development plans; (m) providing for land-sea interactions and supporting legally compliant approach to Maritime Spatial Planning.”. --- Source: Houses of the Oireachtas.
