Amendment No. 33 ensures that relevant owners, including the 43 homeowners left behind by the March 2024 cut-off, can apply for an increased grant when circumstances justify it. It guarantees that no eligible homeowner is left behind and that the scheme responds fairly to the needs of affected families. Amendment No. 35 ensures the right of homeowners to transparency and accountability. Any refusal must clearly set out the reasons, reference the exact statutory provisions and detail the evidence and criteria relied upon. Homeowners will no longer be left in the dark or forced to guess why their application was denied.
