The other problem I have with the likes of the FAI getting that funding is that it has a lot more capacity and manpower to be able to fill out the form to enable it to get the funding. I am on the boards of a number of front-line community organisations and we just do not have the capacity to fill out cumbersome forms. I expect that the Minister will not accept this amendment. I will ask him, if possible, to consider how we can help front-line community organisations to apply for this fund more easily. Perhaps we can give them some resources or direction in that regard and make the process less cumbersome. We want the money that is being taken by CAB going back into the areas that need it the most. There is some poetic justice involved. A mother might have to go out to the credit union to get a loan so she can pay off a drug debt run up by one of her children who is caught up in addiction. When the money that mother paid is taken back from the criminal, and it will be taken from that criminal at some stage, we must ensure that it goes back into the areas that need it the most. --- Source: Houses of the Oireachtas.
