It is one of the reasons I brought the proposal for a national skills observatory to Cabinet last week. This dataset will enable future labour force needs to be forecast and emerging occupation trends to be modelled, predicted and met well by the education and training systems. Just last Friday, I attended a Skillnet event in Dundalk with my colleague, the chair of the committee, Deputy Erin McGreehan. We saw at first hand how Skillnet working with local employers can be extremely useful. We also have microcredential courses. These are short courses that can last six weeks or six months and can be offered online, through a hybrid model or in a local centre. Those microcredentials can be stacked upon one another. You walk away with a qualification that can be increased and augmented over time. The reason a student living at home is not considered to be independent is that they do not necessarily pay rent, although I appreciate that they make a contribution in some cases, although not all. They also benefit from certain supports that are not provided to students living in an independent residence. I take on board the point on the prospect of modular homes and the planning system.
