I welcome the Minister of State, Deputy John Cummins, back to Seanad Éireann. The Minister of State will speak for ten minutes, group spokespersons for eight minutes and all other Senators for five minutes. The Minister of State may reply not later than 4.20 p.m. Statements will conclude at 4.30 p.m.
