Housing and Residential Tenancies (Miscellaneous Provisions) Bill 2026: Committee and Remaining Stages Seanad Éireann — 2026-07-14 ============================================================ Pat Casey (CC), Labour Panel Amendment No. 20 has been ruled out of order as it is in conflict with the principle of the Bill. Senator Harmon wants me to read out the reason. Amendment No. 20 would require the Minister to cause an equality impact assessment to be carried out before the commencement of a specified section of the Act by a commencement order. It is an established principle that amendments that would make the commencement of the Act contingent on actions external to the control of the House are not in order as this is in conflict with the general principle of the Bill as agreed on Second Stage, the general principle being that the Act may be commenced by the Minister and become law following its enactment.
