I welcome the Minister of State back to the House as I did not have the opportunity to do so earlier.
Amendment No. 3 on the first additional and substitute list of amendments, dated 2 February 2022, is in substitution for amendment No. 3 in the principal list of amendments, dated 5 October 2021. Amendments Nos. 3, c 4 a and d 4 a are logical alternatives and may be discussed together, by agreement. Is that agreed? Agreed.
