We now move to the amendments in group 2, which pertain to planning and development and substitute consent. The Minister will discuss the subject matter of amendments Nos. 10 to 12, inclusive, and Seanad Report Stage amendment No. 1.
I hope that is clear and I ask the Minister to address this group of amendments.
