Air Navigation and Transport Bill 2020: Committee Stage (Resumed) Seanad Éireann — 2022-07-14 ============================================================ Regina Doherty (FG), Nominated by the Taoiseach I welcome the Minister of State's acceptance of the amendment from my colleagues. I will make two points. First, the words "shall" and "may" are consistently used in legislation. They are a watered down version of telling someone or an organisation that it "has to" do something, which is a much stronger term than "will". I am not just saying this because it relates to a number of my later amendments. If we tell someone that he or she "shall" or "may" do something but he or she does not do it, there is no compelling response in the legislation to make him or her do it. "Shall" is a wishy-washy word. I welcome this amendment. It is important that, when compiling the strategy, the IAA involve all stakeholders. We have had a number of engagements with the IAA down the years at which certain airlines have been absent and, therefore, they could not feed into the IAA's strategy.
