There was no question about that. It was actually said at the time by various agencies. The bottom line is that there had to be certainty given to the landscape because we are spending about €9 billion of State money. The direct State intervention in the housing market is around €9 billion. The Central Bank says we need about €20 billion. We need a combination of public sector and private sector investment in housing. That means a long-term certainty in terms of the rental market.
