It is an opportune time to have this discussion. I call on the Minister of State to withdraw the ridiculous amendment to defer the Second Reading to the end of next year. This is contrary to the purpose of the Bill. I do not know what the problem is. It is not as if the Department could not foresee this fine Bill, as this is the sixth such Bill to be put forward since 2010. The Government can vote for it or against it, but I ask that the Bill is not strangled with a year's deferral. The Government should have the courage to embrace and adopt an Opposition Bill, albeit one that has been lifted from the Bill first moved by the former Seanadóir, Labhrás Ó Murchú, in 2010.
