Planning and Development (Amendment) (Large-scale Residential Development) Bill 2021: Report and Final Stages Seanad Éireann — 2021-11-23 ============================================================ Lynn Ruane (IND), University of Dublin This amendment relates to public participation in the shaping of the new residential areas which will be built using LRD planning and permission. With regard to LRD floor space not used for the purposes of housing, the amendment provides that there would be a public consultation for individuals and community groups to which the planning authority would have regard in the granting of permissions for that space. The Government has spoken a lot about this legislation and new processes in the delivery of housing but it is essential that the process seeks to engage the public as much as possible in the creation of new communities. Amendment No. 10, similarly to amendment No. 9, will provide that with regard to student accommodation, the Minister shall provide for consultation with educational institutions, representative student bodies and elected members of the planning authority, who may in the course of such a consultation set out conditions in respect of student accommodation to which the planning authority must have due regard in rendering an opinion under section 32D. --- Source: Houses of the Oireachtas.
