In January this year, my Department published a comprehensive national development plan implementation plan for the education and youth sector. That included 105 school building projects to proceed to construction and tender in 2026 and 2027. That list included 80 large-scale and additional school accommodation projects along with 25 modular projects. The number of modular projects has now increased to 31.
The first tranche of projects was selected with a view to facilitating projects already at stage 3, that is, at tender stage, to progress to construction as smoothly as possible. The prioritisation of projects at stage 2b focused on projects which had achieved planning permission where therefore there is an appropriate stage of readiness for progression to tender.
Within the cohort of stage 2b projects, projects at special schools were afforded a top priority. Other projects included schools that did not have a permanent accommodation and had ongoing demographic pressures, projects providing significant special education capacity as well as projects progressing demographic pressures or had major condition issues.
There is a Department-led prioritisation process which will continue over the course of this year and next year to assess and to evaluate the progression of individual projects through the design pipeline, projects at stage 2b, that are not on that 105 list. This will ultimately inform the next tranches of the programme roll-out.
This is a five-year programme out to 2030. Where appropriate, the Department will also assess opportunities to undertake advance enabling works for the most urgent and complex projects to facilitate that smooth progression to construction in 2028 and beyond. It is important to note that of the 105 projects to move to tender and construction that represents a subset of all projects currently being progressed so in total 1,000 school buildings are projected to be under construction this year alone.
