I welcome the Minister of State's clarification. I hope that it will stand the test of time and that, as he presented it, this was a miscommunication. I know the Minister of State’s track record on the drugs issue. I accept that he personally might not want to go ahead with this but there has been tension all along between communities, community groups and some in the Department and the HSE. I urge the Minister of State to be cautious in that regard.

We are back here again trying to address this issue, which is a pity. If the Government had listened not just to what we were saying but what the market was saying, it would not be bringing in this legislation, at this stage, to cap rent increases at 2%. In 2014, I told the then Minister for Social Protection, Joan Burton, that her JobPath scheme was the stuff of nightmares for the unemployed. The reason I raise this issue is that the workers in placement and the staff in this very successful service located in my neighbourhood of Bluebell, but covering all of Dublin west, have been told that the service is to close at the end of the year.
