The Minister shall, within 12 months of the passing of this Act, lay a report before both Houses of the Oireachtas detailing how the Health (Amendment) Act Card can be provided to all persons who were, for any period, resident in an institution specified in the Schedule to the Residential Institutions Redress Act 2002.".
