On prevailing side: this member voted with the winning side in 11 of 414 decisive votes (0 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

Party over time

This is the point of the site: contributions keep the party held on the day, not the one held now.

Digital Services Bill 2023: Committee and Remaining Stages

The amendment relates to a theme similar to that which will emerge in subsequent amendments. It aims to ensure that in the process undertaken by the commission there would be consideration of decisions previously made by other member-state competent authorities in respect of similar or comparable investigations. It is important to acknowledge and learn as we move forward. I was very active when our data protection legislation was brought forward in 2018. A significant responsibility was placed on Ireland because we…

Digital Services Bill 2023: Committee and Remaining Stages

I am glad the Minister of State has spoken with such strong intention with regard to proper resourcing and appreciate that each decision must stand on its own evidence. Much as in every legal case, however, although it all stands on its own evidence, there is a level of looking to and learning from relevant information that informs the decision. It is not about being bound by previous decisions but, rather, simply being informed by them. The performance in the context of GDPR is very relevant to this point. In 2018…

Death of Former Taoiseach: Expressions of Sympathy

On behalf of the Civil Engagement Group, I want to join in the expressions of sympathy to the family and friends of the former Taoiseach, John Bruton, following his passing yesterday, in particular, his wife, Finola, his children, his grandchildren, his sister and, indeed, our own colleague, Deputy Richard Bruton, who I serve with on the climate committee. As a TD, as a Minister holding many Ministries, as ambassador for Europe and as Taoiseach, John Bruton's life was one that was dedicated to public service and to…

Digital Services Bill 2023: Second Stage

As the Minister of State outlined, the Bill before us does not add to or alter the obligations placed on regulated entities by the EU Digital Services Act. This is because that is a regulation that has direct effect and impact. The purpose of this Bill is to give effect to the supervision and enforcement mechanisms in relation to it.

Digital Services Bill 2023: Second Stage

I wish the students a happy St. Brigid's weekend, particularly as it is a Kildare school. This Bill will designate Coimisiún na Meán as Ireland's lead competent authority in respect of this matter. There are four systemic risks in this context. I will comment briefly in this regard. I will also probably be submitting some amendments on Committee and Report Stages to see how we can address these risks. I start with illegal content, including child sexual abuse materials. I again note my colleague Senator Flynn's lon…

Family Carers: Motion [Private Members]

I welcome the Minister of State and the motion. The motion is a clear sign of what we need following on from the debates we had last week, when we looked at the upcoming referendums and at the question of how we, as a State, address the issue of care. It is a very good sign that Government Members are putting forward this motion and setting out a level of ambition. Two important principles are acknowledged at the beginning of the motion and I will respond to them. First, the care provided by family carers is import…

Third Level Fees

I welcome the Minister of State to the House. I will begin by commending the more than 200 graduate entry medical students who wrote to the Minister in October to highlight the extremely urgent issues and problems with the current fee model for graduate medical studies in this State. In their letter they highlighted that: "GEM students are not eligible for SUSI (or any other similar student financial support schemes), and since 2022 have had no access to any private medicine-specic loan services." This is following…

Third Level Fees

The measures the Minister of State outlined are about engagement with the institutions but not providing support to the individuals. The concern is that we are in a situation whereby the discussion is as if this education was a commodity rather than a pipeline for an essential public service. I have sat in committees where we talked about the lack of doctors and yet there does not seem to be a concern in relation to this. I would say that the bursary measure is the only measure that is targeted towards students and…

Local Government (Mayor of Limerick) and Miscellaneous Provisions Bill 2023: Second Stage

I welcome the Minister of State to the House. I also welcome that this legislation is before us. I applaud the decision of the people of Limerick in 2019 to vote to have a directly elected mayor. It is auspicious. It is not surprising that Limerick is the first place in Ireland to introduce the new system, given the independent, progressive, politically innovative spirit of the city that was seen in the past with, for example, the Limerick Soviet of 1919 trying to do something quite different. It is very welcome an…

Thirty-ninth Amendment of the Constitution (The Family) Bill 2023: Committee and Remaining Stages

We have heard quite lengthy journeys through different aspects of the law across the course of the debate. One part of the summary of what we have heard is that families are complicated, and that it is possible to legislate. It is possible to legislate before the referendum and it will be possible to legislate after the referendum. We could improve a lot of our legislation with regard to how different families are treated. We should improve a lot of our social protection codes with regard to how different families …
