On prevailing side: this member voted with the winning side in 635 of 639 decisive votes (0 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

This is the point of the site: contributions keep the party held on the day, not the one held now.

Post-European Council: Statements

-----race and religion. I do not want people like that to be put upon by other people because they choose to speak out against them. The Deputy speaks as if there are no restrictions on free speech, as if it is an absolute thing. Presumably he would throw out the defamation laws as well because-----

Post-European Council: Statements

-----he believes people should be able to say whatever they want, as is the case in America. He believes people can say whatever they want and it does not matter if they do down someone's good name or incite hatred against them. What an absolute nonsense stance to take. He should be responsible and recognise that no right in our Constitution or any other international instrument we are part of is absolute. Every right comes with a responsibility. While people have free speech, they cannot use that right to do down …

Post-European Council: Statements

Today, I and other members of the Ukraine parliamentary friendship group met with the ambassador, H.E. Larysa Gerasko. One of the concerns she expressed was that she has heard that Ukraine is no longer a priority for Ireland. I have never heard any such statement from any member of my party, of the Minister of State's party or of Government. Will the Minister confirm that Ukraine remains a priority for Ireland as regards the aid and support we can give to help Ukraine resist the Russian invasion? Following on from …

Planning and Development (Amendment) Bill 2025: Second Stage

I want to make a number of points about this Bill. It is regrettable we are now spending Dáil time revisiting this issue, given the amount of time that was spent on the principal Act that is being amended by this Bill. It is a terrible waste of time that we find ourselves back here debating issues again that should really have formed part of the last Bill. I am not entirely sure I accept the notion it could not have been done at that time. Another point I want to make about this Bill is that it is not legible for o…

Offences against the State (Amendment) Act 1998 and Criminal Justice (Amendment) Act 2009: Motions

Gabhaim buíochas leis an Aire as ucht cuid dá ama a thabhairt dom. I am supporting the motions although I do not do so willingly. I recognise that the Special Criminal Court and the non-jury court that exists under the Acts to which the Minister has referred and Article 38.4 of the Constitution are a necessary evil rather than good things in and of themselves. As somebody who has practised criminal law for a long time, I recognise the value of juries and the importance of distinguishing their role from that of a ju…

Nursing Homes and Care for Older Persons: Statements (Resumed)

What we saw in the "RTÉ Investigates" programme was very upsetting. The notion that anybody entrusts the loved one in their family, who is arguably at the most vulnerable stage in their life, to a home and they are treated in the way we saw them being treated is frightening as much as it is upsetting. The reality is that I talk to people every day who are in a situation where an elderly parent or elderly relative needs the kind of care that means they have to go into a nursing home. We are asking them to put their …

Finance (Local Property Tax and Other Provisions) (Amendment) Bill 2025: Second Stage

Broadly speaking, LPT is a good thing. When it was introduced I welcomed the fact that it was part of a model to allow local authorities throughout the country to become self-financing and self-supporting. However, I have significant problems with the way it was put together and what the Bill does. In the first instance, local property tax was established to make local authorities self-funding. In reality, it has not achieved this to any substantial extent. I come from a background of 11 years on Dún Laoghaire-Rath…

Childcare Services

I am sure the Minister campaigned, as I did, on the issue of childcare during the election campaign. It has remained a live issue since. We are committed to reducing that cost gradually. It is a commitment in the programme for Government. Will the Minister update us on the progress on that policy?

Childcare Services

I thank the Minister for the update. I appreciate the progress that is being made on the fee caps. Is there a timeline for when we can achieve that? I know the commitment is within the lifetime of the Government, but the sooner we can do this the better. As I am sure is the case for the Minister, parents contact me constantly to tell me they are being forced into making unpalatable financial decisions about work and what they do with their children. Many families cannot go to work because it is simply not financial…

Childcare Services

I acknowledge the progress that has been made and I do not want to belittle that progress. Fees of less than €200 per week are a significant step forward. I appreciate the budgetary commitment I hope we will see later this year in that regard to ensure we continue on that trajectory. I also acknowledge that it is a commitment over the lifetime of this Government, but I know the Minister will appreciate that, the sooner we can do it, the better for everybody involved. The Minister mentioned sufficient places. That h…

Childcare Services

I note the 226 net increase, which is a significant figure and certainly to be praised. In the context of places like where I live in Dún Laoghaire, where the cost of property and rent is much higher, is the Department doing anything to specifically safeguard urban childcare environments where the living costs for people working in those centres might be higher? We know teachers are leaving the education sector because they cannot live in Dublin and are going elsewhere. The same is true of childcare facilities. Is …

European Union

As the Minister of State will know, on 23 June 2021 the Hungarian Parliament passed a law significantly curbing the rights of members of the LGBTQI+ community in Hungary. As it came into effect on 1 July 2021, next week that law will have been passed for four years. It is hugely problematic from the point of view of Article 2 of the Treaty on European Union. It clearly curbs fundamental rights that are set out there, not least freedom of expression, equality, non-discrimination, pluralism and tolerance. As a result…

European Union

I thank the Minister of State. I recognise the truth of much of what he said, particularly in terms of Ireland's support for the rule of law toolbox. That is brings us to the root of this issue. I have raised the matter with the Tánaiste. I am aware of his strong stance on this and I respect that hugely. I am also aware that Ireland has a chequered history with dealing with the freedom of individuals, particularly members of the LGBTQI+ community. There is an extent to which we are people in glasshouses casting sto…

Fisheries: Statements

I come from the constituency of Dún Laoghaire, which is not necessarily known for huge fishing fleets. We do, however, have a fishing fleet in Dún Laoghaire Harbour, made up of a number of trawlers. There are also a number of smaller fishermen based in small harbours, such as Bullock and Coliemore Harbours, who make their livelihoods from fishing. It would also be remiss of me not to mention the Dalkey Lobster Festival in August, which will celebrate the shellfish tradition in particular along the south-east coast …

Proposed Approval of the Agreement Between the European Organization for Nuclear Research and Ireland: Motion

This is a fantastic and really important opportunity for Ireland. I applaud those who have pushed it, particularly our academics. They are not gold-plated academics, as described by another Deputy in an absolutely glib and throwaway remark. That remark is part of the myopia that sometimes goes along with initiatives that involve spending money. An investment of €1.9 million in the context of what we spend on research in this country is insignificant but it gives us access to a very significant resource. It gives ou…

Fiscal Policy

The Future Ireland Fund is a very important planning instrument for the future of the economy, particularly in light of shocks we know are coming down the track. Will the Minister outline how the Future Ireland Fund and the Infrastructure, Climate and Nature Fund are being used and their status at this stage?

FG 2025-05-29 · Dail
Fiscal Policy

It is very important to acknowledge the importance of these funds. The Minister mentioned demographic change. We know a crisis is coming in terms of the shift from those who are working to those who are retired and how the working population here will have to support those people. I want to put on record my support for and acknowledgement of the importance of these funds and the fact that they will be here in 16 or 17 years' time to deal with whatever difficulties the economy might face at that point. I note the Na…

I appreciate that. To what extent does the Department keep an eye on the appropriateness of those financial vehicles in terms of any human rights element? Is this a consideration?

Fiscal Policy

As the Minister is aware, cash is increasingly something many people do not use. One will often hear people say they do not carry cash at all but rely on credit cards and banking apps to make the payments they need to make. While that is very progressive in lots of ways, will the Minister tell us what he is doing to ensure cash remains available for those who need and want to use it?

FG 2025-05-29 · Dail
Fiscal Policy

I acknowledge that the Government takes on board this issue. Exactly as the Minister says, it is an inclusion issue, particularly for people who might not be tech savvy or might even have bad Internet coverage. The lack of access to cash can be a real stumbling block for them in accessing financial services and paying bills. I therefore appreciate that there is a governmental and legislative acknowledgment of the importance of cash. Some choose to use the alternative technological solutions, and that is great, but …
