On prevailing side: this member voted with the winning side in 643 of 647 decisive votes (0 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

Party over time

This is the point of the site: contributions keep the party held on the day, not the one held now.

Family Courts Bill 2022: Committee Stage

I wish to make one comment on the section. There is a sequence of measures that come in the last number of sections, culminating in this section 90. Again, with regard to experience, it has been said to me by practitioners in this area that there is a reason we have judges who operate at High Court, Circuit Court and District Court levels. They have different skill sets, experiences, backgrounds, etc., as it should be. However, I wonder about the wisdom, and maybe this is something the Minister will bear in mind in…

Family Courts Bill 2022: Committee Stage

I welcome this amendment. It makes sense, is important and is consistent with instruments that the Minister has brought before the House in relation to the prosecution of sexual offences as well. It is a really important measure. However, I have one question in relation to the proposed section 99(4) and (5). It is really about a circumstance where a person has decided that he or she wishes to cross-examine the other party and the court has decided that it is not appropriate and, therefore, the person must have a le…

Gambling Regulation Bill 2022: Committee Stage (Resumed)

I will speak to amendment No. 149 and, in so doing, remark on how great minds think alike. I am very touched by Senator Dooley's amendment No. 148, which bears a striking resemblance to my own. I suspect the same people were in contact with us about it. I have heard what the Minister of State has to say and I entirely accept it. Regarding the impetus behind this amendment, the thrust of this whole Bill is to deal with problem gambling and gambling that is unregulated and does not provide any benefit to the wider co…

Gambling Regulation Bill 2022: Committee Stage (Resumed)

I move amendment No. 149: In page 73, between lines 11 and 12, to insert the following: “Certain exempt broadcast competitions 91. (1) Notwithstanding section 65 , a person may provide a game or lottery without a gambling licence where— (a) the game or lottery is a broadcast competition in accordance with subsection (3) , (b) there is no additional payment required of the winner to obtain the winnings, and (c) the winnings are paid out within a period of 6 months from the first date on which participation in the ga…

Gambling Regulation Bill 2022: Committee Stage (Resumed)

Regarding amendment No. 201, I welcome the cut from 60 days to 30 days. It always seems to me to be a ridiculously long period. I know that application is currently made with An Garda Síochána. There may be times when we do not need 30 days to make that application. Given that we are talking about raffles for good causes and all that kind of thing, would it not make sense - this may be something to consider for Report Stage - for the standard period to be 30 days but that it could be reduced by the regulator if she…

Gambling Regulation Bill 2022: Committee Stage (Resumed)

I have a question on the section. The Minister of State said that the section was related to philanthropic and charitable organisations. What exactly is covered by that definition? It does not appear to be defined in either the Part or the Chapter, but I may be wrong. Can the Minister of State clarify exactly what is meant by that?

I want to raise something that is an issue not just in my area, namely the ability of the Garda to chase criminals who are using fast electric bikes and other means of transport to deliver drugs. This is a major issue. I have raised it with local gardaí, who are anxious to deal with the problem. These vehicles are being used by criminals, for example, in parks that are surrounded by houses, to deliver drugs and carry on their trade. It is dangerous. There have been incidents in Kilbogget Park in my area, for exampl…

Budget 2025 (Public Expenditure, National Development Plan Delivery and Reform): Statements

I welcome this budget. Having listened to colleagues speaking, I am beginning to wonder whether they live in the same country as I do. Some of the statements from Senators on the other side of this House in the context of this debate are not just wrong but also extraordinary and misleading. That is not to say the budget is perfect – it is not – but there is an awful lot in it for every sector of society, which is to be welcomed. I want to pay particular attention to the increase in the capital acquisitions tax thre…

I raise the issue of medication for ADHD. ADHD is a condition that is real. It is not something that does not exist, although I think there is a traditional view that it is just badly behaved kids and they will grow out of it. We know now that is not true and that it is something that is identifiable. It is a chemical imbalance that can be dealt with by medication. The importance of having that medication for children with ADHD, and indeed adults with ADHD, cannot be overstated. When ADHD and a whole other range of…

Medicinal Products

I appreciate the Minister of State's bona fides on this and welcome the fact that she is telling us about expanded services for ADHD sufferers. I particularly welcome her acknowledgement of those in the 16 to 18 age cohort. They are still children. Many of them are still in school while some of them are going to college and it is really important to support them. I hope she will do that. This was brought to my attention by a young councillor in my area, Councillor Dan Carson, who is newly-elected in Blackrock, and …

Ar dtús báire, is mian liom a rá gur dúirt duine éigin liom cúpla bliain ó shín go raibh níos mó daoine ag labhairt Gaeilge gach lá i mo Dháilcheantar féin ná in aon áit eile sa tír taobh amuigh den Ghaeltacht. Cé nach bhfuil a fhios agam an bhfuil sé sin fíor nó nach bhfuil, níl ach dhá Ghaelscoil i nDáilcheantar Dhún Laoghaire, is iad sin Scoil Lorcáin i mBaile na Manach – an “OG” mar a deirtear – a bunaíodh i 1972, agus Gaelscoil Phadraig i mBaile Breac. We had Gaelscoil Laighean in Deansgrange but it has been m…
