I do not agree with this amendment. I do not really understand it either, although I understand where Senator Higgins is coming from in seeking to exclude the Attorney General. I do not understand how the Attorney General who, under section 9, is already entitled to be a member of the commission but, under subsection 9(3), "shall not, as a member of the Commission, have a right to vote on any matter coming before the Commission for a vote." I agree with what has been said, not least because this is exactly the same as my amendment No. 16 on Committee Stage. I will say what I said then. Judges are judges; they are not solicitors or barristers. They may have been in the past. I thank the Minister. I take it from his answer that a number of matters are in train, which is very welcome. I also noted what he said about new coroners acting in Dublin to relieve the burden on the senior coroner. In fact, in many respects, it is astonishing we waited until the past few years to put them in place. I attended some of the inquests in the Richmond centre, which are absolutely welcome. Criminal Justice (Juvenile Offenders) Bill 2023: First Stage

I move: That leave be given to introduce a Bill entitled an Act to amend the Criminal Justice Act 1990 to provide for non-mandatory life sentences for juvenile offenders in cases of treason and murder, to expand the provisions of section 99 of the Criminal Justice Act 2006 relating to suspended sentences to include juvenile offenders, and to amend the Children Act 2001 to allow judicial discretion in setting the terms of a detention and supervision order.
