I call Deputy Mattie McGrath.
On prevailing side: this member voted with the winning side in 22 of 449 decisive votes (2 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.
This is the point of the site: contributions keep the party held on the day, not the one held now.

I call Deputy Mattie McGrath.
You might give us back 30 seconds.
Does the proposer want to come back in?
Only one amendment was proposed.
How stands the amendment?
Will the Deputies claiming a division please rise in their places?
As fewer than ten Members have risen, I declare the amendment defeated. In accordance with Standing Order 82, the names of the Deputies dissenting will be recorded in the Journal of the Proceedings of the Dáil.
With the time permitted for the debate having expired, I am required to put the following question in accordance with an Order of the Dáil on this day: "That the amendments set down by the Minister for Finance, and not disposed of, are hereby made to the Bill; that Fourth Stage is hereby completed; and that the Bill is hereby passed." Is that agreed?
Will the Deputies claiming a division please rise?
As fewer than ten Members have risen in their places, I declare the question carried. In accordance with Standing Order 82, the names of the Deputies who claimed a division will be recorded in the Journal of the Proceedings of the Dáil.
It is the Minister of State and I again, at the end of a debate and a crisis that is deepening. I will pick up for a moment on something Deputy Harkin said. Let me outline the analysis that has been done on the help to buy scheme by many agencies. The original cost was €40 million. It is now €175 million and rising which is four and a half times the estimated cost. More than one third of those who availed of it did not need any help with a deposit. The Mazars report said it should be scrapped but not now. We cannot…
My question is what progress has been made to date on the Government's commitment to doubling the number of refuge spaces available for victims of domestic, sexual and gender-based violence, DSGBV. I ask this question specifically in the context of the Government's commitment to a specific number of spaces, which falls far short of what is required under the Istanbul Convention.
I thank the Minister and I would appreciate the table. This is really about acknowledging what it took to get to this point. The Minister's colleague, the Minister of State, Deputy Carroll MacNeill, has read out the names of the people who were victims. To put this in context, 12 women died in violent circumstances in Ireland in 2022, making it the worst year in a decade for violence against women. Between 1996 and 8 April 2023, a total of 258 women died violently in Ireland. These statistics show that 165 of these…
I welcome that information and I will work with the Minister every step of the way. We had, however, a previous strategy. When the review of it was done and published in July 2021, it told us that the audit around DSGBV found a lack of effective oversight of implementation of the previous national strategy, a fragmented approach and a lack of action on decades of recommendations. On top of that, the review by Tusla was two years late. It was promised and it was still not done two years later. The third national str…
My question is very specific. I ask about the status of the independent review of Part 4 of the Criminal Law (Sexual Offences) Act 2017. I ask this because under that Act there is an obligation on the Minister for Justice to carry out an independent review and report three years after the Act came into operation. We are years behind now. We have been given many dates, none of which have been complied with. We were told it would be ready in quarter 3 of 2021, early 2022, mid-2022, end of 2022 and finally sometime th…
There was a legal obligation to carry out the review. The terms of reference specifically stated that the purpose of the review was to discover the information that exists regarding the number of arrests and convictions and the impact of the legislation, and whether it was doing what it was supposed to do to protect sex workers on the ground. We have criminalised the purchase of sex. From any of the information I have obtained and from various reports I have read, this has reduced the level of safety among sex work…
I am not sure I had the privilege of getting the reply when I was in the Chair. It does not quite set out what the Minister is setting out here in the Chamber. I would appreciate if the Minister could clarify in writing what he is telling me in respect of how this was waylaid in order to do something else. This report was to be completed within three months in July 2020, and three months later it was not done. It is now 2023. At what point was there a request for an extension? Was that received in writing? Who cons…
My problem is that I did not quite catch what the Minister said.
We will call it early morning instead of late evening.
Before I call the Minister, two other Members want to come in.
