I realise that the Minister is doing her best, but there is a history of inaction on disability payments.
On prevailing side: this member voted with the winning side in 22 of 449 decisive votes (2 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.
This is the point of the site: contributions keep the party held on the day, not the one held now.

I realise that the Minister is doing her best, but there is a history of inaction on disability payments.
I am afraid so, Minister. Indecon's cost of disability report was published on 7 December 2021 but was commissioned in 2018. It set out that income supports alone would not be sufficient. We knew that, which is why we are undertaking the unfortunately titled "straw man" proposal. It is the daftest title for a proposal I have ever heard of. The Minister has stated that the proposal will be published in mid-May and that there will be further consultation, but is there a timeframe for action on disability payments to …
Could the Minister just give us dates, please?
We are way over time and way outside the question.
I understand Deputy Stanton will introduce Question No. 93.
The Deputy is way over time.
The Minister did not use her time. That is okay.
The Deputy knows well what the rules are in regard to questions. He has made his point.
Deputy Tóibín should please finish. I have given him great scope.
Gabhaim buíochas leis an gCeann Comhairle as ucht an tSaincheist Thráthúil seo a roghnú. Tá sí práinneach agus thar a bheith tábhachtach. Baineann mo cheist le breithiúnas a thug an Chúirt Achomhairc, breis agus coicís ó shin ar an deichiú lá den mhí seo. Sa bhreithiúnas sin, chuir sí polasaí dearfach an Rialtais ar neamhní, is é sin, polasaí maidir le stoc na n-iasc a chosaint agus slí mhaireachtála na n-iascairí ar fud na tíre a chosaint freisin, nó a láidriú. Cén fáth ar chuir sí an polasaí seo ar neamhní? Chuir…
I thank the Minister of State. The main question I asked was not really dealt with. I have read the High Court judgment and both Court of Appeal judgments. I have seen clearly that the policy was very good. The courts had no difficulty with the policy. The difficulty related to the failure of the Government. What the Minister of State calls "the narrowest of grounds" was a legal obligation on the Government to notify England and Europe to allow them to have a say in this policy. Now, we are in the crazy situation -…
The Select Committee on Foreign Affairs and Defence has completed its consideration of the Civil Defence Bill 2023 and has made amendments thereto.
Is the Minister of State, Deputy Niall Collins, taking all the Topical Issues tonight?
The Tánaiste can come back in.
We want a date for the publication of the report. The Tánaiste has it and it is in to the second month. What is the delay and why will the report not be published? All of this arose with regard to the documentary by Katie Hannon, back in September 2021. I will not waste my time, or use my time rather than waste it, to praise the Women of Honour. They have set out what needs to be done. They were never happy with this independent review. Trust is of the essence and now we have a situation in which we are delaying th…
The culture of dignity and respect did not exist, clearly, from the reports and stories told and the histories told by the Women of Honour. From the beginning they wanted a full, independent statutory inquiry. They got a review. They were never happy with that but struggled and did their best to co-operate with it. Let us put that aside now. Here we are. Trust is of the essence. I echo what Deputy Clarke has said about publication. We have seen this with the mother and baby homes report, where the Government held o…
I would like to say something regarding substitutions generally. In fairness to Deputies who are here waiting, there is a system. Sometimes it is not perfect. I have the list of substitutions here and it does not encompass the last question. Chairpersons make decisions; I am not undoing that. I am making a general point because it is hard to be consistent when Deputies approach the Chair. It is not fair on the clerks and staff. We are trying to make a decision on the hoof. It is particularly unfair to Deputies who …
The clock is running.
Deputy Pringle was in possession.
I very much welcome this Bill. It is hugely significant legislation and one of the longest Bills that has come before us. Yesterday, we were dealing with one of the shortest Bills to come before us, which was to get rid of charges in hospital. This one has 268 pages, ten Parts, 293 sections and seven Schedules. The explanatory memorandum alone is 58 pages long. I welcome the Bill and acknowledge the huge work that has gone into its preparation. I acknowledge that there was pre-legislative scrutiny of the Bill as I …
