On prevailing side: this member voted with the winning side in 22 of 449 decisive votes (2 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

Party over time

This is the point of the site: contributions keep the party held on the day, not the one held now.

We are over time. There are eight minutes and 30 seconds left and more than ten speakers remain so I ask for the co-operation of Members.

An tOrd Gnó - Order of Business

There are five contributors left and we are out of time. I will allow 30 seconds for each contributor and we will take the five questions together, with the co-operation of the Minister.

Home Care: Motion (Resumed) [Private Members]

I thank Sinn Féin for tabling this motion. I also thank the Social Democrats. I welcome that the Minister of State commissioned the report of the strategic workforce advisory group and that it was published in a relatively quick timeframe. I welcome the work that went into the report and its 16 recommendations. The Social Democrats tabled an amendment simply seeking a timeframe for the implementation of these recommendations. The Minister of State did not address that. Perhaps I missed it when I was listening in my…

Home Care: Motion (Resumed) [Private Members]

We have tolerated a system where women have been treated very badly. I will run out of time very quickly, but the figures are incredible. I will finish with the example of Clifden District Hospital. We will always need beds, respite beds and step-down facilities. That it could be contemplated that this facility would be closed is simply intolerable. I know things have progressed a tiny bit but we were given many different contradictory excuses, such as that hands were tied by the union, there was a lack of staff an…

We are out of time. The Minister might be able to come back in on a different question.

There is less than a minute and a half remaining for this question. The Deputy has 30 seconds to put his question but he will not get back in after the reply.

Ábhair Shaincheisteanna Tráthúla - Topical Issue Matters

I wish to advise the House of the following matters in respect of which notice has been given under Standing Order 37 and the name of the Member in each case: Deputy Éamon Ó Cuív - to discuss concern in regard to the LEADER programme in Galway for 2023 to 2027 and the lack of a dedicated island LEADER subgroup fund for the offshore islands. Deputy Jackie Cahill - to discuss the public use of the swimming pool in Templemore Garda College. Deputy Danny Healy-Rae - to discuss the critical situation in Kerry regarding …

Is the Minister of State dealing with the next matter? He is not. We will move on shortly to the third Topical Issue matter and next Minister. However, we have no Minister at present. I apologise to the Deputy. I am sure the Ceann Comhairle will look at this matter favourably for Wednesday or Thursday. That is all we can do at this point as we have waited for five minutes. At this point I will adjourn proceedings.

Work Permits

I will now go back to Questions Nos. 6, 12 and 19. I apologise to Deputies O'Donnell and O'Dowd. Question No. 6 was grouped with their questions. I did not see that and Deputy Dillon was not in the Chamber. May I make a general point before we go on? If there are substitutes, they generally have to be notified within a certain time. Otherwise, I will be inconsistent and unfair and that is just not fair to Deputies. There is a timeframe for such notifications. I remind Deputies of that. I am sometimes caught out by …

The rules have not changed. When questions are grouped, the Member in whose name the first question is tabled gets the 30 seconds and the other Members lose their 30 seconds. The same rules apply. You will get the amount of time you normally get, Deputy O'Dowd-----

I would also like that question answered. It is specific. I have had the advantage over Deputy Paul Murphy of reading it. The Minister of State is not dealing with the question in the context of what is Ireland's position. The decision that was agreed in June falls far short of what was asked by countries, led by India and others, in October 2020. They asked for a lot more. Here we are now. In the beginning, there might have been some excuse, although I do not think there was. We were reacting. Now there has been t…

International Agreements

I would love to hear the voice of the Tánaiste on this because we need leadership on it. I understand he is in possession of a letter from more than 18 non-governmental organisations, including the Irish Council for Civil Liberties. They have pointed out that less than 20% of people in the poorest countries are fully vaccinated. At the same time high-income countries account for 75% of total known supplied details of all existing therapeutics. Within a minute one cannot read out the letter. The NGOs are deeply disa…
