On prevailing side: this member voted with the winning side in 22 of 449 decisive votes (2 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

Party over time

This is the point of the site: contributions keep the party held on the day, not the one held now.

An tOrd Gnó - Order of Business

Thank you. There are six speakers left. We have run out of time. What I will do, with the co-operation of the Taoiseach, is give literally 30 seconds per speaker. If Deputies cannot do that, they will just have to take their chance another day. The next speaker on the list for 30 seconds is Deputy Christopher O'Sullivan.

There are six questions here in total. Apologies, Deputy Stanton is next. I was rushing ahead of myself.

Bunreacht Shaorstát Éireann - Constitution of the Irish Free State

Bunreacht Shaorstát Éireann, the Constitution of the Irish Free State, was adopted by an Act of Dáil Éireann sitting as a constituent assembly on this day 100 years ago. The 1922 Constitution is considered to be one of the foundation documents of the Irish State. It was born out of and shaped by the needs of the Treaty and was our first written Constitution. It established the system of parliamentary government more or less as we would recognise it today and guaranteed certain fundamental rights, such as freedom of…

Ábhair Shaincheisteanna Tráthúla - Topical Issue Matters

I wish to advise the House of the following matters in respect of which notice has been given under Standing Order 37 and the name of the Member in each case: Deputy Jennifer Murnane O'Connor - to discuss plans to change the model of contracts between the Departments of Social Protection and Health and dentists in Ireland. Deputy Bernard J. Durkan - to discuss the protection of the rights of the child in the course of any legal proceedings. Deputy Joe McHugh - to discuss why young adults travelling from the South t…

Finance Bill 2022: Second Stage (Resumed)

I thank the Minister for remaining for the whole length of the debate. It would be remiss of me not to acknowledge the amount of work that has gone into a Finance Bill that runs to 93 sections and approximately 215 pages. I recognise that some good steps have been taken in relation to the temporary business energy support scheme, which needs to be closely monitored, the extension of the 9% VAT for gas and electricity and the welcome move to reduce VAT on newspapers to zero, as well as many other good things in rela…

Finance Bill 2022: Second Stage (Resumed)

I see. Maybe the Minister could address the point I am making, which is that the Central Bank at that time was extremely prudent and this was one of the main justifications for this scheme. The Central Bank no longer advises prudence but says one can borrow up to four times, yet we are extending this. When we are extending it, we are saying it had "two key objectives", namely, "to increase supply" and "to improve affordability". It did neither, mind you. The summary states "The rationale for introducing [the] schem…

Finance Bill 2022: Second Stage (Resumed)

Before moving on, I want to draw the Deputies' attention to an erratum slip. There was an error in the numbering of sections 58 and 59 in the original explanatory memorandum. It has been corrected in the revised explanatory memorandum.

Public Transport: Motion [Private Members]

This Independent is entirely on her own for ten minutes. I thank Sinn Féin for bringing forward the motion and giving us an opportunity to put the spotlight on public transport. I welcome the amendment proposed by Solidarity-People Before Profit. I hope Sinn Féin will consider it. I will come back to the western rail corridor, which is given the thumbs-up in the motion, and that is welcome. I did not see the motion in time to propose an amendment regarding light rail for Galway and a feasibility study in that regar…

Departmental Reports

Following the publication of the review of market opportunities for Irish-grown wool-based products carried out for the Department by the Agile Executive on 1 July, much later than promised but we got it, which was welcome, what is the status of the establishment of the wool council? Has the €30,000 that was promised by the Department been taken up and how much of it has been drawn down? More generally, will the Minister of State give a statement on the matter?

Departmental Reports

I do not know how we can turn a good news story into a bad one. The possibilities of what we could do with wool are all set out in this report, which is quite good in parts but in others, if you will excuse the bad pun, is quite woolly. It is both concise and good as well as being vague, but it is not vague on the recommendations, one of which relates to a wool council. Nothing has happened since the report, which was delayed, was published. It is now almost November and still there is no wool council. What about a…

Departmental Reports

It certainly is an issue for the Department and for the Government. One of the things that is lacking is a well-framed policy roadmap. That must be done by the Government and by the Minister. Previous questions have been asked with regard to fishing and task forces. Where is the task force with regard to the wool industry and the potential that is there? The possible uses include horticultural packaging, insulation, textiles, cosmetics, field products and composites. I am only listing out some of them. The Governme…
