As I stand here this evening, there are families, individuals and couples, all prospective first-time buyers, in the Clonakilty area of west Cork who are gutted. I am gutted too. I will explain why. I do not want to see this happen again in circumstances where the State or local authorities deal with people who act in such a way. I want to get that across. I feel for the families. They will have to wait a couple of years before the next affordable housing scheme comes along again. Thankfully, we will see one in Bandon very shortly. We will see one in Kinsale. This week I visited Bandon mart and Skibbereen mart in my constituency. Meeting farmers, it is blatantly clear that they are fed up. They are mainly fed up of overregulation and they are fed up of red tape. I thank the Minister of State. He clearly has a great understanding of the bureaucracy and paperwork that is faced. The sector needs regulation; every sector needs some form of regulation. However, it has to be balanced. I welcome the recent news on the exemption for farms under 10 ha, which will benefit 20,000 farmers. It will be interesting to see how that plays out on the ground. I would like to follow on from Deputy Bruton's question on carers and go a step further by making a plea that we use budget 2025 as an opportunity to once and for all take away the income limit on the means test for carer's allowance. This matter relates to children with scoliosis, specifically in the context of the length of time they have to wait for surgery. Hospital Waiting Lists

I acknowledge the increased expenditure of €19 million, the 200 additional healthcare professionals and the reductions in waiting lists of 5% and 13%, but there is a statistic that is concerning, namely that although there were 509 procedures in 2022, there were fewer in 2023. Therefore, something has gone awry. The Neurological Alliance of Ireland gave a presentation in the audiovisual room in Leinster House yesterday describing the fact that Ireland is near the bottom of the European table in terms of the availability of neurologists. I ask for the establishment of a pot of money or fund to help develop local authority-owned piers and harbours throughout the country. I thank the Minister of State for attending. I trust that he will pass on the comments I will make on Dunmanway. The situation with the wastewater treatment in the town is nothing short of a scandal. Dunmanway is one of the biggest towns in my constituency of Cork South-West. Within the past ten years, a brand-new wastewater treatment plant has been built there.
