I cannot understand why the Government would oppose us on this amendment and why the Government would not want the strongest, most robust and most independent regulator in terms of building works. I have to agree with that. There is nothing in the Minister of State's response that is in any way convincing on this. The one rationale given was that there is advice that we cannot name the entity in the legislation. Therefore, the Minister of State could accept amendment No. 6, which would prohibit the CIF and does not actually name the entity. My amendment seeks representation on the board from the Irish Congress of Trade Unions, but also from other specific groups such as the Construction Defects Alliance. There is already a serious problem with tenants being evicted due to renovations, and grants for retrofitting should not lead to tenants being evicted or rent increases. The retrofitting scheme is very welcome, but public money should not incentivise evictions or rent increases. What measures specifically will be introduced to prevent this happening and will there be changes to the legislation governing the sector to prevent this?

This is a problem and this public money could be used to incentivise evictions and rent increases. Under current rules, there is an onus on the tenant to make a complaint. I ask the Minister what is being done to address the apparent practice where a very small number of landlords are looking for sex in return for rent. I thank the Minister for that answer. I ask that the Minister confirm as soon as possible that he will bring in legislation by way of criminal charges and that landlords would be struck off. Both measures are needed. I do not think that there will be any discussion or debate around that. The quicker the Minister does that the better. We do not know the scale of this.
