The Minister has said this is an honest plan. There has been a lot of spin on this plan. The first bit of spin was during the launch, where there was a lot of talk about increasing home ownership levels. The Tánaiste has not responded to the points I made about the record of 24 June when the Minister for Housing, Local Government and Heritage incorrectly stated that his shared equity scheme had received approval from the Central Bank. They are not agreed. In June the Minister with responsibility for housing advised me in a reply to a question in the Dáil that the proposed shared equity scheme had been approved and passed by the Central Bank. We now have confirmation that this is not the case. In fact, we know the Central Bank and the Economic and Social Research Institute, ESRI, have both criticised that scheme indicating it would potentially push up house prices.

The Government has committed to spending at least €1 billion to lease 2,400 homes from investment funds. It would be much more cost-effective to build new homes. It is completely unacceptable that the Government has allocated only three hours for almost 100 amendments to be taken and to use the guillotine in this way. We absolutely need affordable housing for those on average incomes. This is what is needed. We have reasons to be concerned that this is not what will happen. The Minister and the Government have given us those reasons because there has been talk about price limits for affordable apartments of up to €500,000. I support these amendments as well. The role of community-led trusts needs to be supported and if it is not fully incorporated into the Bill, we need to do that.
