Ceisteanna ó Cheannairí - Leaders' Questions

I thank the Tánaiste. We welcome the LEEF meeting next week and the Labour Party will be supporting our trade unions here when they are looking for pay rises, when they are looking for remote and flexible working rights. We are calling for free and cheap public transport and an expansion of those types of schemes. The Tánaiste did not indicate that the Government will continue to abide by the climate Act when it comes to our critical infrastructure. There are reasons other than those relating to environmental laws …

Air Pollution (Amendment) Bill 2025 [Seanad]: Second Stage

We in the Labour Party welcome this Bill. It can be a small step towards an important aim, which is tackling air pollution and improving the quality of the air we all breathe in every city, village or rural area across our country. We all have a right to clean air. I pay tribute to groups like Irish Doctors for the Environment, which play an important role in fighting for this right across our country and educating us all on both the physical and the mental health effects of air pollution, and we can reduce them. T…

Tackling Soaring Energy Costs: Motion [Private Members]

Gabhaim buíochas leis na Daonlathaithe Sóisialta as an tairiscint seo a chur chun cinn. Tacóidh Páirtí an Lucht Oibre leis. One of the greatest risks we face as a country is our overdependence on fossil fuels. The climate crisis is existential. Even if we leave the fact of our dying planet to the side, the surge in prices over the past number of weeks due to Trump and Netanyahu's illegal wars has illustrated in no uncertain terms the financial costs associated with our continued dependence on oil and gas. Maybe we …

Fuel Prices: Motion

The events of the last week have betrayed this Government's inability to grasp the level of desperation and frustration that is out there among people who feel they cannot keep their heads above water. The impetus behind these protests and blockades had been fermenting long before last week and long before Trump and Netanyahu’s illegal war on Iran, which is just the latest thing to give rise to a fuel shock and price shock. This is an issue that has been brewing for years. These protests last week became something …

Fuel Prices: Motion

We need clarity from the Government now on whether this delay will amount to a cut in the budget for climate measures or whether the funding gap will be made up by general Exchequer funding. I am pleading with the Government to ensure this move on carbon tax does not adversely impact on our already meagre just transition funding. Anything less would be a final nail in the coffin of this Government's commitment to meaningful climate action. If the Government decides it is going to use general taxation to make up the…

Development at Bessborough: Statements

I express my solidarity with the survivors of the Bessborough mother and baby home and of all mother and baby homes as we broach this issue. We are talking about a matter of great sensitivity relating to the disappearance of hundreds of women and babies. This is a matter of basic human dignity for survivors and for the babies and mothers who did not survive. We are also talking about what exactly it means when the State makes an apology for something. The State is making plenty of apologies these days but what do t…

An Garda Síochána: Motion [Private Members]

Tá an Teachta Kelly ar dhuine de na cosantóirí is mó ar son na ngardaí sa Dáil. Tá muid go léir i bPáirtí an Lucht Oibre ag iarraidh feabhas a chur ar choinníollacha oibre na ngardaí agus cur ar a gcumas an pobal a choinneáil slán. I will focus my remarks on the area of roads policing. As the Minister knows, 190 lives were lost on Irish roads last year, the highest number in over a decade. Thirty-nine people have been killed on our roads so far this year, seven more this time last year. We are going backwards when …

National Oil Reserves Agency (Amendment) Bill 2026: Second Stage

I begin by cautiously welcoming the short-term reprieve brought about by the Government's decision to reduce excise duty temporarily; to cut the NORA levy, a measure to which this legislation gives effect; and to take on board one of the Labour Party's proposals, which was to extend the fuel allowance by four weeks. The Labour Party voted in support of the introduction of these measures last night and we will support today's legislation as well as it is going some way to ease the financial pressure on working peopl…

Energy and Fuel Costs: Motion [Private Members]

I thank Sinn Féin for bringing this timely motion forward. As we saw at the outbreak of the war in Ukraine, the cost of energy and fuel has skyrocketed in the weeks since Trump and Netanyahu’s bloody misadventure in the Middle East began. Never ones to waste a crisis, whether at the garage forecourt or in our home heating tanks, fuel providers here saw an opportunity for profit and they went for it. Prices changed not by the day, but by the hour. On top of an already crippling cost-of-living crisis, working people …

Energy and Fuel Costs: Motion [Private Members]

The surge in fuel prices triggered by instability in the Middle East is a stark reminder of just how exposed Irish households remain to global shocks. How did we get to this point? First, unfortunately, there seems to be a lack of strategic planning. The Government has reacted far too slowly to a rapidly escalating problem and the crisis seems to be getting ahead of it. This is our second energy crisis in four years. How are we being price gouged again? How have we allowed ourselves to be caught by surprise? Second…

Situation in the Middle East: Statements

I first and foremost send my solidarity to the innocent people in Iran and the broader Middle East who are caught in the middle of this illegal war between a brutal and repressive Iranian regime, a genocidal Israeli regime and an increasingly fascist and autocratic American regime. By the way, this is not a "situation" in the Middle East, which is the title the Government has put on this speaking slot. This is an illegal war and a flagrant breach of international law, prosecuted in the first instance by the US and …

Bus Services

Is the Minister aware of the issues affecting commuters using the new F1 bus route in Dublin South-West? Does he believe it is acceptable that workers who were using the bus to travel into the city centre every morning have had an additional 20 to 30 minutes added to their commute as a result of the changes to this bus route? What is the reason the peak-time, high-frequency timetable only applies to the northern part of the route? l ask the Minister to make a statement on the matter.

Bus Services

I have been very straight about my support for the BusConnects projects and the objective of the programme, which is to improve bus journey times, frequency, punctuality and reliability. That is off the bat. It is great obviously. The routes had to change because they have barely changed in the entire history of the city. When implementing any change to routes there will always be issues like this. Unfortunately, commuters coming from Tallaght, Knocklyon and Firhouse have not seen an improvement. The 49 bus route w…

Bus Services

That is exactly the point. It is about the interim measures. The roll-out of this programme is piecemeal, and I can understand why, but until we have all the infrastructure in place and all the routes perfectly link up, as per the overall plan, we are going to have issues like this. I ask again that the Minister talk to the NTA and suggest that it review this and maybe implement the 49 route again to run alongside the F1 route in the interim, while this is going on. We need measures like bus gates, priority traffic…

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation

Figures released by Eurostat today show that households are paying twice as much as data centres for their energy in Ireland. Data centre expansion is putting huge pressure on our energy grid and soaking up all the new, renewable energy that we are generating. Not only that but they are not even paying their fair share for the pleasure. This is just the latest in a series of examples where this Government is bending the knee to data centres and big energy companies. It is costing the rest of us. It has failed to pr…

Special Needs Assistants: Motion [Private Members]

I thank Sinn Féin for tabling this important motion. I pay tribute to the thousands of SNAs, teachers, parents, school principals and those in the broader school community who have forced the Government to back down on the attempt to cull SNA supports for schools and children with additional needs across the country. It was the groundswell against this move and the national outcry of thousands of people that got us to where we are now. However, our already stressed and strained school communities should not have ha…

Special Educational Needs

I wish to look at one example in the same special school in Tallaght and the broader shift in the model of what we expect an SNA’s role to be, and the struggles that the school and staff go through on a daily basis. This school has a student with type 1 diabetes and epilepsy. The child has increasingly complex needs and seizures approximately every fortnight. The school is dealing with all of this. The student cannot wear a glucose monitor or an insulin pump as his needs are so complex. He is non-verbal. He has no …

Special Educational Needs

I thank the Minister of State for his engagement tonight. We would be delighted to meet. Regarding this particular medical issue, there are concerns around a lack of training for SNAs in dealing with issues like this. My colleague, Deputy Eoghan Kenny, has brought in a Bill on emergency medical care training for SNAs but this is an ongoing issue. This is an emergency and something they have to deal with on an almost daily basis. There are concerns around liability if something goes wrong, and things will inevitably…

Quality in Public Procurement (Contract Preparation and Award Criteria) Bill 2021 [Seanad]: Second Stage [Private Members]

I am pleased to have the opportunity to speak on this important Bill. I commend Deputy Gibney on introducing it to the House. I thank Senator Higgins for introducing it and shepherding it through the Seanad. I know a huge amount of work was done in the background on this. Senator Higgins obviously had extensive engagement over the years with businesses, representative groups, trade unions and broader civil society. This Bill received cross-party support. I believe it received unanimous support in the Seanad, which …
