On prevailing side: this member voted with the winning side in 1,166 of 1,175 decisive votes (3 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

This is the point of the site: contributions keep the party held on the day, not the one held now.

Ballymurphy Inquest: Statements

I welcome the opportunity to examine the report of the Ballymurphy inquest. I acknowledge the perseverance and dedication of the families of the victims in their long journey to establish the facts of what happened and to get justice. I extend my deepest condolences to the families and friends of those victims killed between 9 and 11 August 1971. It is unacceptable that these families had to wait almost 50 years for the truth. One wonders if these killings had taken place in England, Scotland or Wales, whether succ…

Private Security Services (Amendment) Bill 2021: Second Stage (Resumed)

I welcome the opportunity to examine the Private Security Services (Amendment) Bill 2021. Like Deputy Howlin, I remember the implications in 2004 when the Private Security Services Act was brought in to regulate that industry, because it was seen as unregulated. There were implications then, obviously, for various service operators which were welcome. This amending legislation is also welcome. In time, further amendments may be required. It is important to note how, in a relatively short period, amending legislatio…

Loan Guarantee Schemes Agreements (Strategic Banking Corporation of Ireland) Bill 2021: Second Stage

I welcome the opportunity to examine the Loan Guarantee Schemes Agreements (Strategic Banking Corporation of Ireland) Bill 2021. I thank the Tánaiste and Minister for Enterprise, Trade and Employment, Deputy Varadkar, and the Minister for Agriculture, Food and the Marine, Deputy McConalogue, for bringing the Bill before the House. The Bill introduces the legislative basis to implement the Brexit impact loan scheme. Once launched, this scheme will be open to SMEs, specifically small and mid-sized companies which hav…

Climate Action and Low Carbon Development (Amendment) Bill 2021: Second Stage (Resumed)

I am very pleased to participate in the debate. I am a member of the Joint Committee on Climate Action and we have had a lot of discussion on this matter. It has been quite amicable among Members across the Houses, which is to be welcomed. This Government committed to bringing this Bill forward in a relatively short period, which is being done. The Bill sets out the legal framework for Ireland’s transition to a climate-resilient, biodiversity-rich, environmentally sustainable and climate-neutral economy by no later…

Covid-19 Vaccination Programme: Statements

It is just me. Tonight's figures remind us of the need for vigilance, with 393 new cases and, sadly, eight further deaths. I acknowledge the great efforts by everybody involved in this national effort, especially our front-line healthcare workers. The vaccination programme is certainly picking up pace. It is encouraging to see 1.7 million vaccinations have been administered, with almost 1.2 million people or 30% of adults over the age of 16, having received their first dose. I also express my appreciation to the Mi…

Covid-19 Vaccination Programme: Statements

The Minister for Health might come back to me on whether the pharmacists will begin from next week in their vaccination programme and whether other agencies such as the Tropical Medical Bureau will be involved or considered. A number of special needs assistants, SNAs, teachers and carers have been in contact with me. They accept the new age-based vaccination roll-out but wonder if arrangements could be put in place to allow people to register online for last-minute vaccinations. If there are excess vaccines in a lo…

Covid-19 Vaccination Programme: Statements

I thank the Ministers of State for those updates. The news about the day care centres is particularly welcome. Many people and staff do not know when they will be reopening so it will be great to get that information as soon as that subcommittee reports. I thank the Minister of State, Deputy Feighan, for that update. No doubt it is very welcome that cohort is being vaccinated. There was a slight delay in starting that programme for the most vulnerable and it is important it continues. I ask the Minister to come bac…

Private Rental Sector: Motion [Private Members]

I thank the Minister for agreeing to share his time. I welcome today’s debate to discuss the opportunity of examining housing and the rental crisis impacting people right across the country. Like all Deputies, I am fully aware of the difficulties facing people trying to rent or buy a home and obviously the cost of rents is a huge issue. We are all contacted by people who are either falling behind on the rent or struggling to rent or having difficulty even finding a property to rent. In my constituency of Dún Laogha…

An tOrd Gnó - Order of Business

There has been a large and worrying number of high-profile assaults on members of the public, particularly on public transport and in public spaces. Unfortunately, some have been posted on social media. Recently, a lady was effectively pushed under a DART train in Howth. Sadly, many of these incidents go unreported and they are devastating for the victims. I was recently told of an incident in a local park when an Asian family was surrounded by a group of youths and subjected to racial abuse. None of these crimes s…

Covid-19, Mental Health and Older People: Statements

I join colleagues in congratulating the Minister, Deputy McEntee, and her husband, Paul, on the birth this morning of their baby son. I welcome the Minister of State, Deputy Butler, to the House and thank her for her contribution. As we are all aware, Covid-19 has had a huge impact on our country, adding significant pressure to the nation's mental heath services. I thank the Minister of State for her comprehensive update on service provision and, indeed, her dedication since she took office, particularly in respect…

Covid-19 Vaccination Programme: Statements

I welcome the Minister and Minister of State and am grateful for the opportunity to examine the Covid-19 vaccine roll out. At the outset I want to place on record my own appreciation to the doctors, nurses, members of the Defence Forces, vaccinators and others involved in the critical effort to bring our nation out of this pandemic. News that more than 1.25 million vaccines have been administered is extremely welcome. We have seen the positive impact of the vaccination programme on our nursing homes and hospitals a…

Covid Restrictions Support Scheme Regulations and Employment Wage Subsidy Scheme Regulations: Motions

I wish to acknowledge the unprecedented support the Government has provided to support businesses and maintain jobs throughout this pandemic. I welcome the Minister’s commitment that there will be no cliff edge to these supports and that Government support for businesses and jobs will continue well into the year. As he will be aware, some industries will need additional support to restart as Ireland fully reopens. I recently held an online meeting with the Minister of State at the Department of Enterprise, Trade an…

Residential Tenancies Bill 2021: Second Stage (Resumed)

I welcome today's debate on the Residential Tenancies Bill. This short, two-page Bill amends the Planning and Development, and Residential Tenancies, Act 2020 to extend the application of its enhanced tenancy protections for a further three months from 13 April 2021 to 12 July 2021. This extension is necessary due to the ongoing impact and threat of the third wave of Covid-19 and is a proportionate response that balances constitutional property rights with the common good. The Bill also provides for technical amend…

Family Leave and Miscellaneous Provisions Bill 2021 [Seanad]: Second Stage

I thank the Minister very much for being here to listen to the discussion on this very important Bill, the Family Leave and Miscellaneous Provisions Bill 2021. This legislation will help every child to get the best possible start in life, allowing parents to spend more time with their children during the first year of their life. This Bill seeks to amend the Parent’s Leave and Benefit Act 2019 to increase the duration of parent's leave during which benefit is paid from two to five weeks. Each parent will be given a…

Covid-19 Vaccination Programme: Statements

I welcome the Minister and the Minister of State and thank them for their time and for taking questions this morning. The general indicators seem to be going well. The Minister and Minister of State outlined some of the indicators in terms of vaccinations. I note that the numbers in respect of one of the cohorts, that of front-line hospital staff, have gone from 16% to 4%, which is extremely welcome. Case numbers and hospitalisations are going in the right direction, which highlights that vaccination and restrictio…

Further and Higher Education, Research, Innovation and Science: Statements

I welcome the Minister to the House to discuss the plans to improve and reform further and higher education and the research and innovation sector. As we have seen during the Covid-19 pandemic, the ability to innovate and adapt to the challenges posed has been critical. These skills should be at the heart of the culture we foster in higher education. After Covid, the relevant sectors and institutions must be supported. Alongside our elderly, young people have suffered particularly badly during the pandemic. They ha…

Banking Sector: Statements

I welcome this evening's discussion and debate on the difficulties facing the Irish banking sector. I acknowledge the Minister's contribution and the challenges faced by the banks in the market. More importantly tonight, our concern is about the employees and those who have lost their jobs. The news that Ulster Bank intends to exit the market after 160 years, as the Minister noted, is worrying not only for the banking sector but for the economy itself, as is the news of Bank of Ireland's decision to close 103 branc…

Health (Amendment) Bill 2021: Second Stage (Resumed)

I welcome this opportunity to examine the Health (Amendment) Bill 2021, which provides for the establishment of mandatory quarantine for travellers arriving into the State in order to limit the spread of Covid-19. I thank the Ministers present and their ministerial colleagues in the Departments of Health and Justice for their efforts during this global pandemic. I equally acknowledge the untimely deaths of the 4,237 people who have succumbed to the virus in Ireland. Once again, I offer my deep condolences to all th…

New Decade, New Approach Agreement: Statements

I welcome the opportunity to examine the implementation of the New Decade, New Approach agreement. This agreement was published in January 2020 in an effort to re-establish the Stormont Executive and to initiate a series of badly needed reforms to public administration in the North for the benefit of all its citizens. By and large, the comments and contributions by Deputies today have been cordial and positive and that is welcome. It should be noted that there are still outstanding commitments from the Stormont Hou…

Covid-19 (Drug and Alcohol Services, and Homelessness): Statements

I welcome the Ministers of State to the House, as well as the opportunity to discuss drug, alcohol and homeless services during the Covid-19 pandemic. During the first wave of the pandemic services for the most vulnerable people were severely impacted. The resumption of services for people with drug or alcohol dependency and the continuation of homeless services is to be very much welcomed. It must be noted that the impact of Covid-19 restrictions is not equal. People who are homeless or those living in overcrowded…
