On prevailing side: this member voted with the winning side in 1,054 of 1,062 decisive votes (4 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

This is the point of the site: contributions keep the party held on the day, not the one held now.

Transport Policy

The Deputy knows this project well. It is one of four proposed Luas tram extensions that have been identified by the NTA as part of the current statutory transport strategy for the greater Dublin area. This project is 3.9 km, just short of 4 km, but still extensive as it would extend the Dublin tram network from Broombridge to Finglas. This is eminently doable. The route will serve an estimated population of 56,000 by 2035 at four new stops, namely, St. Helena’s, Finglas village, St. Margaret’s Road and Charlestown…

Transport Policy

I have been many times in the Deputy's constituency and in Finglas. I want to see this project move forward to construction and delivery. We have a couple of hurdles but not big ones. We have to get through planning. Should that be granted, there is then the procurement strategy for Luas Finglas under the infrastructure guidelines. Ministerial approval will follow that and the project can then enter the procurement stage. As is the case with all projects, this will go through Government consent and must receive app…

That point is a very good one. TII has built up excellent expertise and knowledge in delivery of those projects. Expansion of the Luas network needs to be looked at in the round and that is being done. Deputy McAuliffe mentioned MetroLink and we expect that to come out of planning with a final decision - not a draft decision - in the month of July. That would be a transformational project for the north Dublin area from the airport right into the city through Ballymun, and indeed beyond. The challenge and opportunit…

I propose to take Questions Nos. 97, 98 and 102 together. I thank an Teachta Ó Cearúil. For background, the next generation ticketing project, led by the NTA, is for a new, modern public transport ticketing system that will facilitate a variety of payment methods for passengers, including contactless. In April 2024, the NTA with Government approval entered into a multiyear framework agreement for next generation ticketing with Indra Sistemas S.A. to deliver this project. The initial focus is on the greater Dublin a…

Deputy Neville may have missed the final part of my answer. TFI has the TFI Go app in place, and we have Leap cards as an interim measure as well. The point is taken, however. Many of the resources will be used in implementing this new system. Obviously, some will be used to design it but most will be used to implement it. I have a more detailed breakdown of the major release phases. Phase 1, which, as I mentioned, is scheduled for summer 2027, will introduce a small number of new ticketing machines for a combinati…

Public Transport

I thank both Deputies for their support. I will meet the NTA and Indra Sistemas, which is developing this system. I will try to secure more specific timelines from the company. It has been very helpful so far. Work is progressing very well. On the contractual arrangements, I do not have that detail right now. I commit to reverting to both Deputies with an update on this after I meet with the NTA and Indra Sistemas. If we look at other innovations that have taken place, the Leap card was a big step forward from what…

Bus Services

I thank Deputy Currie for her question. Since 2020, over €18.75 million has been invested in bus services alone in Dublin West, reflecting a really strong and ongoing commitment to improving public transport in the area. This includes funding for both new routes and enhancements to existing services. Notably, new routes introduced over the period include the L52, introduced in 2020, the C5 and C6, introduced in 2021, the high-frequency orbital N4, introduced in 2022, the W5, introduced in 2023, and most recently, t…

Bus Services

BusConnects is going to make a real difference. It was held up for many reasons. I would suggest that there were initially route design flaws in much of the BusConnects project when it was first published, but that has been rectified. As I said earlier in response to a question, we will see the first BusConnects corridor under construction this year. We have three that are through planning. Rather, 12 are through planning, but a number are being judicially reviewed, which is another story. The Deputy is right about…

Bus Services

Regarding what the Green Party might say in Dublin West, the Green Party held the transport portfolio in the previous Government. Having said that, the Government is responsible for the delivery of all services across the board and we are heavily committed to public transport. That is why I mentioned earlier this evening the debate we had last week. We have seen a record number of public transport users and growth in every area, including Dublin West, but there are areas where there are pressures on commuters. I ha…

Road Network

I thank Deputy Moynihan. The Government earmarked about €2.9 billion for the protection and renewal of the national road network as part of the National Development Plan 2021 to 2030. As the Deputy knows, the NDP is under review. That includes funding to renew pavement on the new network. In addition, €5.1 billion was earmarked for investment in new national roads projects. While the greater portion of the funding becomes available in the second half of the decade, I can confirm that approximately €600 million of E…

Road Network

I know the volume of traffic on the N22 is high and increasing. The paving is poor. The Deputy mentioned potholes. Following his intervention through this parliamentary question, I will make direct contact to see what remedial works can be done in the interim. I cannot say if funding will be reallocated later this year. We have just recently allocated the 2025 funding but I will ask. Good work is being done on other parts of the N22 but I want to make sure this section is not forgotten about. I will contact TII in …

The Deputy may take from the fact that we have done a lot of the preparatory work on design and preparation for the schemes in Castlemore and Kilcondy that we want to see them proceed to the next stage. That will be the logical step going forward into 2026. We will make sure that happens. The Ministers of State, Deputies Canney and Buttimer, and I have increased our roads funding this year by about €92 million. We received that draft funding package quite late because the Government had only come in, yet we were ab…

Public Transport Experience: Motion [Private Members]

I thank Deputy O'Gorman for tabling this useful motion. I fully understand it is difficult for many Deputies to resist the temptation and not go into the micro and macro. From the contributions, people have recognised that significant progress has been made in public transport and want to work together to accelerate that progress further. It has been a good debate. I was at a Bus Éireann board meeting for the first hour of this debate, so the Minister of State, Deputy Canney, was here for that part. I am happy to m…

Energy Prices

On 4 March this year, I received Government approval to proceed with the development of the State-led strategic gas emergency reserve, securing Ireland's energy system, which all would agree is essential. I will continue to take decisive action to protect Ireland's economy and citizens from the potential of a catastrophic impact on or disruption to our gas supplies. The delivery of temporary gas reserves is critical to Ireland's energy security as we continue the transition to indigenous, clean renewable energy. Cr…

Energy Prices

That report will be published this week. If anyone wants a briefing on it with officials, it will be available to colleagues. It is important that people understand the risks we are trying to mitigate. I restate that the programme for Government acknowledges the growing energy price and cost pressures on households and businesses and commits to bringing forward measures to contain these costs. The Government recently approved an extension of the 9% VAT rate currently applied to gas and electricity by a further six …

Energy Prices

Everyone agrees that we need substantial further investment in our grid, and price review 6 will bring that forward later this year. As part of the NDP, we are looking at other ways by which we can fund investment in our grid, which is critical to ensure we can realise the potential of more onshore and offshore renewables. Later this week, the Deputy will see a decision on the PSO, which I think will be welcomed by many. I will not pre-empt that decision but the word I have on it so far indicates it will result in …

Electricity Grid

I thank the Deputy for his timely question. He will know and acknowledge that Storm Éowyn was one of the most severe weather events to impact Ireland in recent decades. At its peak, as we are all acutely aware, including the Minister of State, Deputy Dillon, and I who were dealing with it at the time - 768,000 customers were without electricity. Despite these challenges, ESB Networks restored power to most impacted customers within 72 hours. The Deputy is right, however, that many others waited for three weeks. I c…
