On prevailing side: this member voted with the winning side in 1,054 of 1,062 decisive votes (4 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

Party over time

This is the point of the site: contributions keep the party held on the day, not the one held now.

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation

If the Deputy gives me the specific details, I will raise the matter with the Minister for Health on his behalf.

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation

I thank Deputy Bruton who, as always, makes a very important intervention. The whole environment has changed for school children, particularly with the prominence of social media and mobile phone devices. That is a debate that has been happening across the way. It might be timely on the 100th anniversary of the Department of Education to look at that again. I will certainly speak to the Minister, Deputy Foley, and inform her of Deputy Bruton's intervention and comments.

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation

I ask the Deputy to give me the details. All of us, and the Minister, Deputy Foley, have been very involved in the bus transport scheme. I have found her office to be extremely helpful in that regard. Bus Éireann and its inspectors have a role in it with regard to the routes and where the stops are. I have come across an issue in my own area very similar to the one the Deputy raised. Thankfully, we have just very recently resolved it. I found the school transport division in the Department of Education to be extrem…

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation

I thank the Deputy. We have discussed these particular issues in Cork city and beyond. I am meeting the chief executive and the incoming chairperson of Uisce Éireann. I will seek additional funding for Uisce Éireann on the capital side to carry out additional works. The Deputy referred to Cork city. That is a big piece of work. Another scheme that we discussed is the Carrignavar scheme. There are others where I would like to see Uisce Éireann provide a focused programme to address some of the legacy issues and impr…

Planning and Development Bill 2023: Committee Stage (Resumed)

My legs are gone. There is a lot to cover. I want to thank all Senators for their contributions. I did watch a lot of the contributions yesterday as well. Before I try to address some of the remarks, I want to bring to the attention of the House that I may bring further amendments on Report Stage and I want to detail them briefly. We will be coming back on Report Stage here in the Seanad and the House will have ample time. The amendments relate to the revised governance structure at the OPR - and I might touch on t…

Planning and Development Bill 2023: Committee Stage (Resumed)

They behaved that way. They formally withdrew Deputy Thomas Gould and told him not to go to the select committee so that the time was used up for voting purposes. That is a fact. It is what it is. We had the planning advisory forum, including the Minister, Deputy Peter Burke, and the Ministers of State, Deputies Kieran O'Donnell, Alan Dillon and Malcolm Noonan, with all stakeholders. The Bill was published in January 2023. The Joint Committee on Housing, Local Government and Heritage did comprehensive pre-legislati…

Planning and Development Bill 2023: Committee Stage (Resumed)

I know this is the Seanad. I had the honour of serving here for five years. I have great regard for this Chamber. I have commenced legislation in this Chamber and come here as often as I can. Senators Moynihan, McDowell and others raised the CPO issue. The Law Reform Commission's long-awaited report is published. We had already been at an advanced stage of preparing the Bill. I took a decision at that stage to proceed with the legislation as it is, while we are still looking at the Law Reform Commission's CPO revie…

Planning and Development Bill 2023: Committee Stage (Resumed)

It should not be the norm. It should not be just a go-to. There are reasons some of that happened. I got rid of the strategic housing developments, SHDs. I understood the principle of them. The application of them was different because communities felt they did not have their say. If they went to the board and it decided against them, their only recourse was to the courts. We made that decision to go back to a two-stage planning process and to get back to the local authority. That is why the development plan change…

Residential Tenancies (Amendment) (No. 2) Bill 2024: Second Stage

I move: "That the Bill be now read a Second Time." I am grateful to the Cathaoirleach Gníomhach and all Deputies for facilitating the debate on this urgent legislation before the summer recess. I wish to record my thanks to the Chief Whip and members of the Joint Committee on Housing, Local Government and Heritage for enabling the Bill to be read a Second Time here today. I am asking the House to pass the Bill to enable its early enactment to amend the Residential Tenancies Act 2004 to provide, in the case of stude…

International Protection, Asylum and Migration: Motion (Resumed)

If the Minister, Deputy Foley, comes in - she is in a committee at the moment - I will share time with her. I welcome the opportunity to speak on this important motion. The EU migration pact forms a central part of our national response to the migration crisis. It is collective action working together to address a common challenge in a humanitarian way. That is part of the best traditions of the EU - its finest work of shared responsibility to undertake major tasks. Our migration policy is founded in compassion and…

Planning and Development Bill 2023: Report Stage (Resumed)

Just to say to Deputy Ó Broin, I fully understand why he had to leave yesterday. On a personal basis I will pass on my best regards. It is not on a political basis but I know it is a big day for yourself and your partner. I offer my personal congratulations to you. We carried on with the debate in a very constructive way in your absence, actually, so that might be telling in itself.

Planning and Development Bill 2023: Report Stage (Resumed)

Deputy O'Callaghan, Deputy Matthews and I discussed at length the amendments we made in respect of biodiversity and the amendment we brought forward in respect of that. I will first address amendment No. 1 to amendment No. 140, proposed by Deputy Ó Broin. This amendment seeks to include a reference to supporting compliance with the wildlife obligations of public authorities under section 59B of that Act and introduce a new public sector duty on biodiversity. For the reason that we went through yesterday, I do not s…
