On prevailing side: this member voted with the winning side in 28 of 273 decisive votes (0 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

Party over time

This is the point of the site: contributions keep the party held on the day, not the one held now.

I need to have the two issues that were raised yesterday corrected. I was not in a position to correct them yesterday, so I am very willing to take the Cathaoirleach's direction on this. It is vitally important that we deliver accurate information in this House and that we do not stoop to personalised attacks on people and their record. That happened to me yesterday and I am very upset about it.

Garda Síochána (Functions and Operational Areas) Bill 2021: Committee Stage

I move amendment No. 1: In page 10, line 18, after "Inspector" to insert "or Inspectors". I welcome the Minister of State to the House with this important Bill. The Garda superintendents are somewhat concerned that when authorised as a result of this Bill to delegate responsibilities to inspectors, the Bill deals with an "Inspector" and thereby limits a superintendent to delegating to just one of his subordinate inspectors whereas it may arise that he or she wants to delegate a particular issue to a number of inspe…

Garda Síochána (Functions and Operational Areas) Bill 2021: Committee Stage

I appreciate the Minister of State's comments. I will revert to the superintendents to see if they have further comments for Report Stage.

Garda Síochána (Functions and Operational Areas) Bill 2021: Committee Stage

I move amendment No. 7: In page 20, lines 34 and 35, to delete all words from and including “a” in line 34 down to and including line 35 and substitute the following: “the superintendent who issued the relevant DNA authorisation or the superintendent who is replacing him/her at that time within the division shall be deemed to have been so informed.”. The amendment relates to the delegation by a superintendent, where one may move and another comes in. I assume the Minister of State will take the same line in which c…

Garda Síochána (Functions and Operational Areas) Bill 2021: Committee Stage

I will not labour the point. Concerns have been raised with respect to the vast area that will now come under superintendents and the like. There will have to be a lot of talks with the representative bodies as to how things will be managed. I understand the Garda Representative Association has some issues with the Bill and I will encourage its members to engage with the Minister of State. Nevertheless, we are where we are and the Bill is progressing. I wish the Garda Síochána the best of luck as it carries out the…

An tOrd Gnó - Order of Business

Yesterday morning the Minister for Foreign Affairs, Deputy Coveney, was on RTÉ with regard to the famous champagne-gate. The Minister made the point that the report, which many of us do not accept, now concluded the matter. There was some reference to the fine, or the request, to the then Secretary General of the Department to make a contribution of €2,000. This was supposed to be it, that it was all over and done with and we will move on, thank you very much. The Secretary General moved from his position to one of…

Air Navigation and Transport Bill 2020: Committee Stage (Resumed)

I appreciate that. I was here, but I was called away. I am back now, though, and that is all that matters. I wish to make an unusual request. I have not discussed it with any of my colleagues. In light of a letter that I received today from the Irish Air Line Pilots' Association, IALPA, a request that I have submitted to the Joint Committee on Transport and Communications, and the fact that the report on Rescue 116 was not published until after this Bill had commenced in the Dáil, we should suspend any further deba…

Air Navigation and Transport Bill 2020: Committee Stage (Resumed)

I apologise to the Acting Chairperson and the Leader for dropping this on people right now, but a significant amount of information is coming our way. We are talking about qualified pilots who have concerns that they have raised with Members of all parties and none. Most of us are fully in agreement with the pilots. We are debating a very serious situation. We are dealing with people's lives and how our airlines will be dealt with. I apologise to the Leader for not advising her in advance, but this is a dynamic sit…

I apologise, but I am asking the Acting Chairperson whether I can amend the order at this stage and suspend the Bill for further discussion. I am sure that some of my colleagues might second that.

I am asking the Leader to suspend any further discussion on this Bill until the committee has met IALPA, which I believe will happen in the next few days. That will give us a chance to listen to IALPA's side of the argument. I apologise to the Minister of State. Her time is very-----

Air Navigation and Transport Bill 2020: Committee Stage (Resumed)

I understand what the Minister of State is saying. However, by bringing this back to the joint committee, we will be bringing it to both Houses. There are Deputies who did not have the opportunity when this Bill was going through their House to take on board the recommendations from the report on the Rescue 116 incident, in particular. We can be sure the Department did not come out well from the report on the Rescue 116 incident.
