I would like to welcome the Minister of State, Deputy Butler, back to the House for what I think is the third time in 24 hours. She is back and she is very welcome.
On prevailing side: this member voted with the winning side in 236 of 237 decisive votes (0 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.
This is the point of the site: contributions keep the party held on the day, not the one held now.

I thank the Minister of State for a comprehensive opening statement which I hope Members will not be repeating in their contributions. Senator Clifford-Lee has six minutes.
I am giving the Senator some latitude but it is not topical today.
Fair point.
When is it proposed to take Committee Stage?
I do not believe I have ever done this before, but I welcome the Minister of State, Deputy Butler, back to the House after a gap of perhaps two minutes.
Amendments Nos. 1 to 18, inclusive, are related and may be discussed together by agreement. Is that agreed? Agreed.
I welcome the Minister to the House. He wishes to inform us of amendments he will bring forward on Report Stage.
When is it proposed to take Report Stage?

Thank you very much, Senator. I am always willing to let in any Members who want to say those kinds of words.
I welcome the Minister of State, Deputy Butler. Before we commence, I remind Senators that a Senator may speak only once on Report Stage, the proposer of an amendment may reply to the discussion on the amendment. Also, on Report Stage each non-Government amendment must be seconded. Amendment No. 1 is out of order because it does not arise out of committee proceedings.
I thank Senator Clifford-Lee and all Members. Being in the Chair, I have to be neutral, but if I was where the Senator is sitting, I would be in complete agreement with everything she has said. However, I cannot say that from up here so there you are.
I thank all for being here. I thank the Minister of State for her relatively brief time here today. We look forward to seeing her soon again.
Recommendations Nos. 8 and 9 are related and may be discussed together, by agreement.
Recommendations Nos. 8 and 9 are grouped, so the Senator could have spoken to recommendation No. 9 if he had wanted.
Recommendation No. 10 in the names of Senators Gavan, Boylan, Warfield and Ó Donnghaile is out of order as it involves a potential charge on Revenue.
Senator Gavan does not want to move recommendation No. 13.
Recommendations Nos. 14 and 15 are related and may be discussed together by agreement. Is that agreed? Agreed.
They are all very welcome.
