On prevailing side: this member voted with the winning side in 236 of 237 decisive votes (0 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

Party over time

This is the point of the site: contributions keep the party held on the day, not the one held now.

An tOrd Gnó - Order of Business

Like the Cathaoirleach, I met the Estonian ambassador as she was leaving. I was in Estonia when it held the Presidency of the Council of the European Union a few years ago. I was struck by Estonians' fear of the regime next door and how vulnerable they felt. It was a kind of permanent cloud that at any time something could happen to them. I had not considered it before that, but I certainly came home from Estonia aware that they live in constant fear of something happening. Many of the former Soviet states, includi…

National Lottery (Amendment) Bill 2021: Committee Stage

I welcome back to the House once again the Minister of State, Deputy Ossian Smyth. I am looking around the Chamber at four Members, three of whom used to sit together on Dún Laoghaire-Rathdown County Council, so I apologise, Senator Carrigy, if you are feeling a bit left out, but you are also more than welcome. Another couple of Senators are joining us now.

National Lottery (Amendment) Bill 2021: Committee Stage

I must say that it is quite unusual that the five Members who are in the Chamber, including me, all happen to be members of the Industrial and Commercial Panel. I am not sure that that has ever happened before. We are experts. It is like a mini club of our own. We are all here today. The Members are welcome, along with the Minister of State, Deputy Ossian Smyth. I note Senator Ward wants to come back in.

Animal Health and Welfare and Forestry (Miscellaneous Provisions) Bill 2021: Committee Stage

I welcome the Minister of State, Senator Hackett. She is a Member of this House, but she is also a Minister of State, which is relatively unusual. Amendments Nos. 1 and 2 are related and may be discussed together by agreement. Is that agreed? Agreed.

Animal Health and Welfare and Forestry (Miscellaneous Provisions) Bill 2021: Committee Stage

I remind Members that 32 amendments have been tabled. This is Committee Stage, so it is not the time for Second Stage debate, not that I am suggesting anyone did make any. However, we are dealing with amendments Nos. 1 and 2 at the moment. I will allow people speak to various sections along the way. Did Senator Gavan want to come in on amendments Nos. 1 and 2?

Animal Health and Welfare and Forestry (Miscellaneous Provisions) Bill 2021: Committee Stage

We will bring the Minister back in but first I would like to welcome one of our colleagues in the Visitors Gallery who is accompanied by a transition year student. It is nice to see visitors back in the Gallery. Rachel Trimble from Roscommon is here with our esteemed colleague, Senator Murphy, who are both very welcome to the Visitors Gallery. I hope they enjoy their day and their evening here with us in the Houses of the Oireachtas. I now call the Minister of State, Senator Hackett.

Animal Health and Welfare and Forestry (Miscellaneous Provisions) Bill 2021: Committee Stage

For the benefit of Members and perhaps of people watching, this Bill has four main components, three of which are the statutory provision on fur and skin farming and related procedure on related penalties, procedures for the payment of compensation, procedures for the disposal of fur-producing animals and finally a scheme for the planting of native tree species on a small scale without requiring a full forestry licence. They are all very important parts and we have 32 minutes to hopefully dispose of and deal with i…

Uyghur Tribunal: Motion

I move amendment No. 1: To delete all words after “December, 2021” and to substitute the following: “2021; further notes: - continued deep concern in relation to evidence-based reports on the treatment of the Uyghur people in Xinjiang; calls on: - China to allow immediate, meaningful and unfettered access to Xinjiang for independent observers, including the UN High Commissioner for Human Rights and her Office, and relevant special procedure mandate holders; and urges: - the immediate implementation of the Committee…

The Senator might say that; I could not possibly comment. I will let the Minister of State deliver the Department's position and then I might have something to say after that.

Uyghur Tribunal: Motion

I thank Senator McDowell and his group are tabling the motion and the Minister of State for his response. I thought it was useful that we would have the response of the Minister of State and the Department to Senator McDowell's very clear and damning acknowledgement of what is happening in this part of western China. I certainly do not doubt the findings of what is going on. There are far too many people involved from different organisations, including the United Nations and the Uyghur Tribunal. I take the point fr…
