Amendment No. 66 has been ruled out of order as it poses a potential charge on the Exchequer. Amendment No. 67 has also been ruled out of order as it poses a potential charge on the Exchequer.

Amendment No. 70 was previously grouped but it has been taken out of that group.
The next amendment is in the name of Senator Boyhan. Before he begins I must point out that I will have to suspend the House in two and a half minutes' time because there was agreement earlier we would suspend after two and a half hours for a sanitisation break. He may speak to his amendment now because I cannot suspend until two and a half minutes have elapsed. I just wanted the Senator to know in order to be fair to him.
We have 20 seconds until 7.05 p.m. I am not sure how much the Minister of State can do in that time.
