On prevailing side: this member voted with the winning side in 983 of 987 decisive votes (2 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

Party over time

This is the point of the site: contributions keep the party held on the day, not the one held now.

Electric Vehicles

The Deputy made some valid points in relation to looking at other areas. Preparations are under way to establish an office of low emissions vehicles. This office will play an important role in our transition to zero-emission vehicles and will co-ordinate measures to support the uptake of EVs and the roll-out of charge point infrastructure. In the context of rural Ireland, we spoke about Connecting Ireland, which concerns a public transport system across rural Ireland, but we have to be realistic. We will not have p…

Electric Vehicles

I agree that we must consider targeted measures based on service provision across the country. There will be people who will need a private car. The evidence is there regarding emissions reductions with electric vehicles. In particular where people have no other alternative, we must look at measures in that respect. I will not go into the grants. Deputy Duncan Smith is very well aware that there is going to be a concerted public service element as well, including for taxis. The public sector is leading the way. An …

Coast Guard Service

I thank the Deputies for raising this important issue and giving me the opportunity to come before the House. The temporary standing down of Doolin Coast Guard unit operations is a proportionate response having regard to significant ongoing attempts by the Irish Coast Guard to address the unfortunate differences that have existed within the unit and their impact on the unit. Equally, the recent resignations of several Doolin Coast Guard volunteers have contributed to this decision. The key objective is to ensure th…

Coast Guard Service

I hear the concerns of the Deputies. We are endeavouring to address these issues. As regards the terms of reference of the coastal advisory group, the purpose of the coastal advisory group is to provide a structured method of consultation and communication between the Irish Coast Guard and volunteer members. It recognises a key role that the volunteers play in delivering search and rescue in Ireland. As such, it provides the volunteers with that formal opportunity to contribute, and to consult and liaise on matters…

Public Transport: Motion

I welcome this motion from my Fine Gael colleagues and thank them for the work they have put into it. Many of the actions called for in the motion reflect the Government's existing and planned projects and policies for public transport, and I can confirm that the Government supports the motion, as proposed. I am pleased to have the opportunity to update the House on current developments on public transport, especially in light of the forthcoming sustainable mobility policy framework and the revised climate action p…

Recovery of Tourism and Aviation: Statements

I am glad to have this opportunity to update the House on the recovery of aviation, which is a key supporting element in the recovery of tourism that the Minister has just outlined. The Government is very much alive to the challenges faced by both sectors and has proven its commitment to their recovery through the various strategic and financial supports provided to date. I am pleased to report that we are seeing some positive trends towards recovery in Irish aviation but there is still some distance to go. Much st…

Recovery of Tourism and Aviation: Statements

I join the Minister, Deputy Catherine Martin, in thanking all Deputies for their contributions to this debate. As evidenced this week, with the launch of the National Development Plan 2021-2030, across that period we will see €2.4 billion invested in our State and regional airports ensuring the necessary infrastructure is in place to safeguard and enhance our international connectivity and ensure capacity for logistics, both of which are crucial to the economy. The Government will continue to support eligible regio…

Road Projects

I thank the Deputy for raising this important issue. The Minister for Transport has responsibility for overall policy and securing Exchequer funding for the national roads programme. Once funding arrangements have been put in place with Transport Infrastructure Ireland, Tll, under the Roads Acts, 1993 to 2015, and in line with the NDP, the planning, design, improvement and upgrading of individual national roads is a matter for Tll, in conjunction with the local authorities concerned. Tll ultimately delivers the nat…

Road Projects

I thank the Deputy. If planning approval is received from An Bord Pleanála and there are no legal challenges, the proposed project will then require Government approval under the public spending code to proceed to the next stage. That will include procurement of a contractor. Given that the project will cost more than €100 million, it will also be subject to final Government approval in advance of construction. I can ask the Minister to come back to the Deputy on the sequencing of approvals, if this project is appr…

Road Projects

This project is a key component of Galway transport strategy, which realises Galway city and county councils' vision of all elements of the transport system working together to achieve an integrated, sustainable transport system. The Galway city ring road would free up free up road space in the city by removing through traffic. That road space could be used for improved public transport services and active travel modes, while improving air quality and reducing noise levels. Unfortunately, the Covid-19 pandemic impa…

Road Projects

I have stepped out of a Cabinet meeting but I am quite happy to be here because this is an important project for the region. If this project is approved by An Bord Pleanála and if there are no legal challenges, the next step is to seek Government approval, as required under the public spending code. We will then proceed to the next stage, procurement of a contractor. Given that the project will cost in excess of €100 million, it will require further Government approval. There is another process under the national i…

Official Apology

I thank Deputy Carey for raising this important issue. I acknowledge what a tragedy the Whiddy Island disaster was and express my deepest sympathies to those who died and the families they left behind. A tribunal of inquiry was established in April 1979, with the High Court judge, Mr. Justice Declan Costello, being appointed to lead the inquiry. A number of public hearings with oral testimony were conducted throughout 1979 and Mr. Justice Costello submitted his report in May 1980. The report concluded that a number…

Official Apology

I thank Deputy Carey. In regard to meeting the Whiddy Island families, I would of course be happy to meet them, as would the Minister, Deputy Eamon Ryan, if any request was made to my office to do so. I again want to say that any request from the families will of course be considered by all Departments involved, taking account of the report of the tribunal of inquiry and any subsequent information available. Maritime safety is a key concern of my Department. There have been great changes in the maritime sector gene…

Fire Service

I am taking this question on behalf of the Minister for Housing, Local Government and Heritage. I thank the Deputies for raising this important issue. I would like to clarify that the provision of a fire service in its functional area, including the establishment and maintenance of a fire brigade, the assessment of fire cover needs and the provision of fire station premises, is a statutory function of individual fire authorities under the Fire Services Acts 1981 and 2003. The Department of Housing, Local Government…

Fire Service

I thank the Deputies again for raising the issue. Bearing in mind the concerns the Deputies have raised, there are several important points I would like to finish on to put the circumstances into context. The prioritisation of work and effective management of all resources is, in the first instance, a matter for management in each of the fire services, based on their assessment of local risk, needs and resources. On the staffing requirements in each local authority, under the Local Government Act 2001 it is the res…

The National Youth Justice Strategy 2021-2027 and Supporting Community Safety: Statements

I thank the Minister of State, the Ceann Comhairle and Deputies. Community safety is about people being safe and, importantly, feeling safe in their community. At its heart, community safety is the principle that every community has the right to be and feel safe in order to thrive and flourish. Ireland is generally regarded as a safe country in international terms, with relatively low crime rates and a general feeling of safety and security. However, we recognise that this is not always the case in every community …

Aviation Industry

I thank Senator Buttimer for giving me the opportunity to make a statement with regard to plans for an aviation recovery strategy and the commitment of the Government to support our airports. We are all well aware that the aviation sector plays a critical role in our economy, as Senator Buttimer said, as a direct employer, an indirect employer and a driving force for tourism and business, including foreign direct investment. Government policies have consistently recognised and supported this contribution. Our natio…

Aviation Industry

I thank the Senator for his comments. We acknowledge that aviation is a global industry. It has weathered a crisis and demonstrated great resilience. It is important to state that much of the recovery in the passenger numbers has been driven by our successful vaccination programme and those of our European neighbours. At this stage, approximately 90% of our incoming passengers completing the electronic passenger locator form are fully vaccinated. Ireland's reputation as a safe destination is also enhanced by our im…

Air Navigation and Transport Bill 2020: Committee Stage

I might respond very briefly. Senators have raised the issue of membership of the DAA and, although the Bill does not set DAA membership, I take their comments on board. Section 17 sets the membership of AirNav. Its text is repeated from the existing Irish Aviation Authority Act 1993 - as it currently applies to the Irish Aviation Authority, IAA, it will now apply to the proposed Irish Air Navigation Service, IANS. The section deals with the articles of association of the IANS. On regional connectivity and regional…

Air Navigation and Transport Bill 2020: Committee Stage

Members of local authorities are not precluded from this. This is text repeated from the existing Irish Aviation Authority Act 1993 as it currently applies to the IAA and will now apply to the IANS. This section provides that a director of the IANS, or a subsidiary, who is elected to political office, either at national or European level, will cease to be a director. Similarly, an employee will be considered seconded until his or her political position ceases. The period of secondment for such an employee is not re…
