On prevailing side: this member voted with the winning side in 983 of 987 decisive votes (2 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

Party over time

This is the point of the site: contributions keep the party held on the day, not the one held now.

Aviation Industry

We are having constructive conversations with trade unions and employer groups as part of the LEEF subgroup, which is helping this engagement on the needs of the sector. In the Government's economic recovery plan, which was published on 1 June, we were clear that aviation was one of the sectors that would take longer to recover. Officials in my Department are considering further supports for the sector in order to protect jobs and ensure that we can restore much of our key connectivity at international level. Our a…

Aviation Industry

As the Deputy knows, the European Commission gave us approval under EU state aid rules for €26 million to compensate airports for the damages caused by Covid-19. My objective was to enable commercial business within airports and allow them to deal directly with airlines in terms of route incentives and the issues the Deputy raised. That is the business of our airports, and the Government has enabled them by providing funding. This forms part of our Department's deliberations with the aviation sector. The Deputy is …

Regional Airports

The Minister and I are acutely aware of the importance of putting in place a chair of Shannon Group and I am listening very closely to the concerns of Oireachtas Members. We share those concerns about the future of Shannon Airport and the need for leadership there in terms of a chair being put in place. As the Minister has said, I commend Mary Considine and the management team there who have steered the airport through the most difficult time and all the staff, in terms of the pressures they are under due to Covid-…

I concur with the Minister. Deputy Crowe was right about the US pre-clearance in that Shannon Airport has an edge. As he knows, certain things are out of our control because these severe entry restrictions are on the US side but I assure him there are a number of bilaterals happening at EU level with the US and between Ireland, the Taoiseach and the US. We understand the importance of that. With regard to Shannon Group, there is restructuring around the heritage sites, as a result of that review process. The number…

Driver Test

Due to the suspension of driver testing services during the initial pandemic response, along with the health protocols required since the resumption of services, they are operating well below normal capacity and a significant backlog has developed. Covid-19 has had a profound effect on the delivery of these services, which must comply with occupational and public health guidelines. Fewer daily tests can now be conducted due to social distancing and priority is given to essential workers and then to those who have h…

Driver Test

The previous 40 have been recruited. They are now fully trained and started live testing in July. I know the question was not on theory tests but there is really positive work happening in that space. In June, we had a backlog of 129,431 theory tests. That is down to 71,227 and there are free slots available for the driver theory test. Some 9,000 to 10,000 tests per week are happening. That is in a very good space, for which I commend the RSA. From 12 September, some 67,684 people were waiting to receive an invitat…

Driver Test

For the theory test, and I will make reference to the driving test as well, there are one in five no-shows. It is very important to say that. Almost 30% of those who sit their theory test fail it so they will be reapplying for that and there are free slots available for the theory test. There is a huge amount of work there. The target was to have 50,000 theory tests per month so that is well on target and the RSA is working well in relation to that. Regarding the driving test backlog, there will be, and is, pent-up…

Confidence in Minister for Foreign Affairs and Defence: Motion

This debate is not about whether the Minister, Deputy Coveney, is an appropriate person to serve in Cabinet. This motion is an attempt to damage him, not because of the error he made, which should not have happened and for which he repeatedly apologised, but to sow division among the Government parties. Our citizens demand and deserve that their parliamentarians work on issues that matter to them. This motion is a distraction from that important work. It is very clear that in our first week back here in Dáil Éirean…

Defective Building Materials

I thank the Deputy for raising this matter. As he is aware, the programme for Government sets out several commitments in respect of the important policy area of building defects and provides for an examination of defects in housing, having regard to the recommendations in the Joint Committee on Housing's Safe as Houses? report. In that context, a working group to examine defects in housing was established. The Minister appointed Mr. Seamus Neely, former chief executive of Donegal County Council, as chair to the ind…

Defective Building Materials

The programme for Government sets out several commitments in respect of the important policy area of building defects and provides for an examination of defects in housing, having regard to the recommendations in the joint committee's Safe as Houses? report. The plenary working group has been meeting monthly since March 2021. In addition, there have been subgroup meetings. With regard to the working group's deliberations, the group will seek to engage with a range of interested parties, including homeowners, public…

Employment Schemes

The new work placement experience programme is a key measure in our economic recovery plan and in the Government’s new employment services strategy, Pathways to Work. Launched on Monday, the programme provides tangible evidence of the Government's strong commitment to providing quality work experience and training opportunities for jobseekers, in particular, those whose jobs were permanently lost due to the pandemic. The Government is putting in place a wide range of measures to support people whose jobs will not r…

Employment Schemes

This strategy aims to get people back to work as the economy and the labour market recover from Covid-19. Pathways to Work 2021-2025 is a strategy that sets out 83 whole-of-government commitments aimed at reducing unemployment to or below pre-pandemic 2019 levels. A key commitment under the strategy is the new work placement experience programme. This active labour market programme provides quality training and work experience opportunities for jobseekers out of work for six months or more to learn new skills in th…

Covid-19 Pandemic

The Minister of State, Deputy Butler, was due to take this question today but due to the change of time for Topical Issues, she cannot do so as she is bringing legislation through the Seanad. She sends her apologies for not being in the Chamber for this debate. The Covid-19 pandemic has led to an unprecedented challenge across our health services and none more so than in our nursing homes. The National Public Health Emergency Team, the Department, the HSE and the Health Information and Quality Authority, HIQA, plac…

Covid-19 Pandemic

The pandemic has been a particularly difficult time for all residents, relatives and staff of our nursing homes. As the House will be aware, the Covid-19 nursing home expert panel established last year provided a comprehensive report and package of recommendations in respect of the ongoing response to Covid-19 and longer-term strategic reform of the care of older persons. Many of the short and medium-term recommendations of the Covid-19 nursing home expert panel report have been implemented. Several of these relate…

Departmental Funding

I thank the Deputies for raising this issue. The Department of the Environment, Climate and Communications has no legal function in respect of An Taisce. The Department provides An Taisce with funding for a variety of initiatives, including the National Spring Clean, Irish Business Against Litter, national anti-litter league and green schools programme. All payments made to An Taisce are in line with the Department of Public Expenditure and Reform circular 13/2014 regarding the management of grant funding provided …

Departmental Funding

An Taisce is a non-governmental organisation active in the areas of the environment and built heritage in Ireland. The Minister for the Environment, Climate and Communications has no statutory function in respect of this organisation. The Department provides An Taisce with funding for a variety of initiatives, including the national spring clean, Irish Business Against Litter, the national litter league and the green schools programme. A total of €5.4 million has been provided between 2012 and 2020 in respect of th…

Driver Test

I thank all the Deputies for raising this important matter. Delivery of the driving test and the driver theory test, DTT, service are the statutory responsibility of the RSA and I have no power to intervene in individual cases. The gradual reopening of in-person driver theory test centres commenced on 8 June. The SRA reopened test centres and introduced capacity to increase the number of tests from an average of 15,000 tests in normal pre-Covid times to 25,000 tests monthly to tackle the backlog and shorten waiting…

Driver Test

I thank the Deputies for raising the matter. I completely understand the frustration and concerns, particularly with young people who want to get on the road, get driving and through the theory test. In my opening remarks I highlighted that the online service is up to 10,000 tests per month but the real way to expedite the processing of the backlog is through in-person theory tests in testing centres. That capacity pre-Covid was 15,000 tests and it is now 25,000 tests per month. Deputy Calleary asked about the time…

Data Protection

As the Deputy will be aware, the commission of investigation, which is investigating the extent to which organisations, including State bodies and individuals, were aware of the child sexual abuse committed by an individual during the 1980s, is an independent body. The Minister and I do not have any role in the conduct of its investigation. I understand that, for its convenience, the commission is supported by the IT unit in my Department. I am informed that in May 2019, having been made aware of the loss of a USB …

Data Protection

I regret the upset and anger caused by this breach. In particular, I regret that those concerned found out through the media, as the Deputy rightly outlined. To avoid this and as a courtesy, those concerned should have been notified of the loss at the time that it occurred. I understand that the then Minister, Deputy McEntee, met victims and their legal representatives in April of this year to apologise to them in person for the data breach and to acknowledge that those affected should have been notified at that ti…
