The application was first submitted in January 2019. A few weeks ago, they put in a new notice that was completely unclear. The language was ambiguous and nobody could understand what it meant. The past year has highlighted the significance of community facilities. Playgrounds are important for children as spaces for physical activity, development and socialisation. However, too many towns and villages do not have playgrounds. To be fair, most do, even if they are the bare minimum. However, most prominently in west Cork, Bandon, with a population of almost 7,000 and which is the most populated town in what is quite a large constituency, does not have a playground. The people of Bandon and I also do not know why they have not received funding yet. As I said, they are very dedicated to acquiring the site by themselves and have raised €60,000 so I agree it does not make sense. Too many towns and villages have vacant and derelict buildings that, as well as being eyesores and potentially dangerous sites, are buildings that could support local businesses and provide housing. We need a whole-of-government approach to this issue, with local authorities and Departments working together. Will the Minister outline the measures she is putting in place to address vacant and derelict buildings?
We all acknowledge that this as an issue that needs intervention. We know how disheartening it is for local communities, including those in west Cork, to see buildings that formerly housed thriving family businesses or were homes fall into disrepair. The latest rural development policy recognises the issues involved and proposes a number of measures in response. As well as the town and village renewal scheme, it mentions encouraging local authorities to use compulsory purchase orders, CPOs, to deal with derelict buildings. Will the Minister use her influence to prompt councils to take more action in this area? We all know there are tools available to local authorities that are underused. Communities and industries need as much certainty as possible during times of uncertainty. During times of uncertainty, the Government's proposals for indoor dining have been rushed, confusing and, unfortunately, inconsistent. Post offices are a vital part of our communities, providing access to public services and supporting communities and small businesses. My small family business is wholly reliant on An Post. Any opportunity to discuss sexual and domestic violence in this House is a good thing. For too long, victims have had to suffer in silence and fear as the State and our society have failed to recognise and respond to these crimes. What steps is the Minister taking to ensure that the experiences of the 550 people who appeared before the confidential committee of the Commission of Investigation on Mother and Baby Homes and Certain Related matters are officially reflected? To say that people were disappointed that the full narrative was not in the report is not an accurate description. The Minister spoke about how the survivors spoke before the academic committee and they were disregarded. He also spoke about the statutory instrument at that time. If he does not think it is correct that they were disregarded, why is he commissioning a new report so that they are reflected? The confusion and contradictions contribute to the increasing distress for everyone affected. The Minister says …
