As the House is aware, the Health (Assisted Human Reproduction) Act was signed into law in July 2024. Significant amending work is necessary for that and formal drafting of that Bill, which is largely concerned with the outstanding issues of parentage and citizenship, as well as procedures undertaken abroad, is under way and is a priority area. The commitment in the budget last year was to provide for HRT medication to be free. That has been available to be implemented since January. The Deputy is correct to say that there had not been enough dialogue with pharmacists in the context of the implementation of the scheme. I met the Irish Pharmacy Union twice - in early February and again last week - in order to try to resolve the issues relating to the scheme and make sure that the medication is free. I updated the House last week to the effect that I had received the interim report. It has since been published. The report outlines the process that HIQA is going through, including in the context of the submissions that have been made and that are being collated. In the report, HIQA indicates that it will publish the final report in May. We will need to see what that is going to say.

The Deputy is correct that the programme for Government contains a commitment in respect of the establishment of six surgical hubs. We are examining a business case for an additional hub in the north west. I am going through the detail of that. The external quality review conducted by the Boston Children's Hospital contained 27 recommendations, 23 of which have been implemented. One recommendation has been partially completed but cannot be fully completed until the move to the new national children's hospital - we need to talk about the name. A further recommendation cannot be commenced until the transition to the hospital is complete. One recommendation is currently overdue. Out of respect to the people who have been working on this, I wish to inform Senators that in 2024 a total of 513 spinal procedures were completed, a 10% increase on the 464 undertaken in 2023, and a 25% increase on 2019. I just want to observe with regard to UHL that over the bank holiday weekend in February, 140 people were waiting on trolleys but this weekend there were 79. That is a 56% reduction and it should be like that all the time. There is huge capacity going into Limerick in terms of the 96-bed block and a second one. There will be 582 new beds delivered.
