I wish to raise the associated issue of what I will refer to as the recruitment crisis in An Garda Síochána. At present, we have approximately 14,300 attested members of An Garda Síochána. I thank the Minister of State for his reply. As regards the statistics he provided, he said that 369 recruits were attested this year. I am conscious that the Minister of State is not at the Department of Justice. My understanding is that many of the gardaí who were attested this year were recruited last year. Garda Reserve

This time last year, the Garda Commissioner published his strategy on the Garda Reserve. It was a long-awaited strategy and it arose as a result of a recommendation in the report of the commission on the future of policing into the Garda Reserve. Can the Minister of State give an update to the House as to what is happening in respect of the Garda Reserve? I think we all agree that the Garda Reserve is a very valuable resource and we should be using it more. If the difficulty in recruitment is overcome, the next issue is to determine what strategic role the Garda Reserve should have. The statutory power to decide what role it should play is provided to the Commissioner, who can decide that in consultation with the Policing Authority. Criminal Justice (Miscellaneous Provisions) Bill 2022: Second Stage (Resumed)

I commend the Minister on bringing this important and interesting legislation before the House. It contains a variety of measures that will be particularly helpful to those unfortunate enough to find themselves victims of crime. Departmental Funding

The budget last week was a very good one, from the Minister's Department's point of view. I commend the Minister and the Government on increasing funding for the Department. I thank the Minister for his answer. I am pleased to hear that there is to be significant investment in capital projects for the Naval Service. The Minister is echoing the point, in many respects, that was made by the Commission on the Defence Forces in its recent report. A conviction for a serious criminal offence is a very public event. If a person is convicted of murder, manslaughter or rape, they will be tried in public and the conviction will be announced in public. However, the public is dependent of a member of the press being in court in order to become aware of it. I do not suggest a register of persons convicted of minor or summary offences, or for other than violent criminal offences. What I suggest arises from the fact that I, like the Minister, recently met Jason Poole, whose sister Jennifer was brutally murdered a year ago by a man who had a conviction for stabbing another partner of his.
