I thank Senator O'Reilly for her impeccable timing. It makes it fairer to everyone else. I call Senator Warfield.
On prevailing side: this member voted with the winning side in 440 of 443 decisive votes (0 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.
This is the point of the site: contributions keep the party held on the day, not the one held now.

I now call the Chief Whip of the Seanad, Senator Kyne. I sincerely apologise to him because I misread the list of speakers and Senator Kyne should have been first. It is not Senator Boyhan's fault, it is mine.
I thank Senator Cassells for his contribution. We must suspend for 15 minutes to allow for cleaning of the Chamber.
It is a disgrace that we are even having this debate. It should be over. It is demoralising and insulting to councillors as they watch a wage agreement go through, pay increases for Oireachtas Members and an increase of €81,000 for a Secretary General. They have every reason to feel demoralised, undervalued and greatly annoyed. The last intervention for councillors that made a difference was when the now Tánaiste gave them a PRSI opportunity, which mattered a lot to them. The Minister of State, Deputy Peter Burke, …
Is that agreed? Agreed.
I apologise to Senator Wall but it seems that, by order of the House rather than my doing, it was necessary to submit names in advance.
We will take it now so. The Senators did submit Senator Wall's name.
The officials say that it was not received.
It is not about that. Senator Wall may continue anyway.
We wish Senator Hoey's friend a speedy recovery. I thank the Minister and all my colleagues for their successful participation.
When is it proposed to take Committee Stage?
Is that agreed? Agreed.
Before we commence, I remind Senators that a Senator may speak only once on Report Stage, except the proposer of an amendment who may reply to the discussion on the amendment. I point out also that the debate must terminate at 2 p.m., so Senators should bear that in mind. Amendments Nos. 1 to 3, inclusive, are related and may be discussed together by agreement. Is that agreed? Agreed.
Despite the gravity and seriousness of the matter, a little levity on a Monday is no harm. I thank Senator McDowell for that.
Speaking of national executives, our next speaker is a distinguished member of his national executive.
Senators may speak once on the combination of amendments as Nos. 1 to 3, inclusive, are being taken together.
When is it proposed to take Fifth Stage?
Is that agreed? Agreed.
I welcome my neighbour, the Minister of State, Deputy English. I also welcome Senator Currie, who will propose the motion. Under a new procedure of the House, the combined speeches of the proposer and seconder shall not exceed 16 minutes. All other Senators have six minutes. I call Senator Currie to move the motion.
Is that agreed? Agreed.
