On prevailing side: this member voted with the winning side in 673 of 682 decisive votes (3 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

Reopening Schools and Leaving Certificate Examinations: Statements

Deputy Andrews made a number of assertions and 23 seconds is not a lot of time in which to try to respond to everything. I take umbrage at the statement that we or the Department do not care about children with additional needs, because that is far from the truth. In recognition of that, for the very first time this Government has appointed a dedicated Minister with responsibility for special education, which is the position I have held for some months. The section 37A process has so far been successful in getting …

Reopening Schools and Leaving Certificate Examinations: Statements

Regarding the July provision, we are working on an enhanced programme for this year. We are obviously very concerned about the regression of children with special needs. Last year, some 24,000 children were eligible for the programme and about 14,000 actually partook. We hope this year to expand the programme even more, including the time allowed and also by expanding the categories of children with special needs who are eligible. All children in special classes in special schools are eligible to apply and children…

Schools Building Projects

I thank Senator Dolan for raising this matter because it provides me with an opportunity to outline the current position as to the major building project for Scoil an Chroí Naofa, Ballinasloe, County Galway. I understand that this project is included in the Department’s construction programme, which is being delivered under the national development plan. The brief is to provide for the demolition of the existing school building and the construction of a new school building to include 13 general classrooms with 13 s…

Schools Building Projects

As I said, I share the Senator's frustration in relation to this and I will bring the sentiments she has expressed in the Chamber to the attention of the Minister, Deputy Foley, and the building unit. Obviously, the design team has to liaise in a close way with the school and the board of management to ensure we try to get this school built as soon as possible. As the Senator pointed out, my understanding is that the planning permission is due to expire in November this year. If there is any way to get a start on t…

Special Educational Needs

I thank Senator Seery Kearney for raising this important matter. She raises it consistently with me. She raised it last week and I did not answer because there were so many other questions that there was not enough time. I am delighted to have the opportunity today. Enabling children with special educational needs, SEN, to receive an education appropriate to their needs is a priority for this Government and always has been. I was very pleased to have secured agreement on a new special school on the site of Scoil Co…

Special Educational Needs

As the Senator will appreciate, it is a co-located shared campus with Scoil Eoin which already has 132 pupils. Scoil Colm is envisaged as catering for 40 students at the outset and it is hoped more thereafter. The intricacies and the finer details are being discussed at present, but I assure the Senator it is ongoing. There is quite a lot of work to do. We have been straitjacketed by Covid to a certain extent, not just with Scoil Colm and Scoil Eoin but in other areas of education, and it has been extremely difficu…

Covid-19 Pandemic

I thank the Senator for her question. My Department and I are very conscious of the fact that closing schools has hugely adverse consequences at individual, family and societal level and that the effect on children with special educational needs can be even greater, as we all know. It is my strong preference and that of the Minister, Deputy Foley, that all students would return to school at the earliest opportunity in March in line with public health advice. Under the framework recently agreed with teacher unions a…

Covid-19 Pandemic

It is important to note that guidance has gone out to all schools on how they should be catering for children with special educational needs. Some of the requirements set out are: regular engagement with pupils and students; a blend of guided and independent learning tasks; appropriate and engaging learning opportunities; and two-way feedback between home and school. There are supports in place, as well as supports from the National Council for Special Education. It is clearly a relationship between all parties. It…

Special Educational Needs

I thank the Deputy for raising this issue. He is correct when he says he consistently raises it with me in the Chamber and at the joint committee. He is correct to do so because it is an important issue for children with special needs in County Cork. This opportunity gives me a chance to outline the provision that we are giving for children with special educational needs, in general and also in Cork. Departmental policy is that children with special educational needs should be included, where possible and appropria…

Special Educational Needs

Short-term options are being considered, for example, if any other vacant accommodation is available in an existing school in Cork city. In addition, a number of building projects in Cork are being re-examined for potential capacity. The process is ongoing and includes engagement with local patrons and the education and training board, ETB. Options for the provision of a special school in Cork are also being examined. The Deputy will be aware there were meetings between the Department, the NCSE, the school's manage…

Horse Sport Ireland

Horse Sport Ireland is the national governing body for equestrian sport in Ireland. It is recognised by the Fédération Equestre Internationale, the Irish Sports Council, the Olympic Council of Ireland and Sport Northern Ireland. It was established in 2007, when the Equestrian Federation of Ireland and the Irish Horse Board were amalgamated, bringing together the breeding and competition sectors. It is a company limited by guarantee that operates independently of the Department. It receives funds from the Department…

Horse Sport Ireland

I am advised that the board examined a number of sites in the context of choosing a location for its headquarters and the national centre for excellence. This was part of a selection process carried out by a subcommittee of the board. A detailed feasibility study for the centre was carried out. I understand Horse Sport Ireland appointed an independent consultant to carry out this study following a competitive request for tender. It also advises that the work of the subcommittee has been ongoing for two years and ha…

Special Education Provision: Statements

I welcome the opportunity to address Senators in the House. We are all aware of the challenges and difficulties faced by all sectors of society over recent months as we tackle the threat of Covid-19. Restrictions, although necessary, have not been easy and the burden has been particularly heavy on those who are most vulnerable. As Minister of State with responsibility for special education and inclusion, I am particularly focused on those young people with additional needs as well as those who support them. At the …

Special Education Provision: Statements

It is hardly sufficient time to try to answer many of the queries, but I have done my best to try to take a note. In my opening remarks I repeated our collective welcome that students with special educational needs will start to return to their classrooms from Thursday of this week. This will be an important milestone from which we can build towards a full return for all students. I thank all the Members here today who have shared their views and experiences. It is clear that the whole House is motivated by a desir…

Special Education Provision: Statements

The Government's commitment to special education has been clear from the start of this pandemic. It is the first time that the public health advice was not taken on board. This has been a difficult time for families of children with special needs and we must ensure we try to get all of them back to school as soon as possible. It is positive that some of them will be back into a school environment on Thursday next but we want to ensure that this continues. There are approximately 18,500 children with special needs a…

School Accommodation

Yes, I have heard both Deputies loud and clear, and I have noted their frustration and passion. I thank them for raising this matter on behalf of their constituents. It provides the Department with an opportunity to clarify the position on the proposed interim move of Drogheda ETSS from its existing location on Mill Street to the State-owned Louth and Meath Education and Training Board site, which I know is at Rathmullan Road, Drogheda. Drogheda ETSS is a co-educational post-primary school that opened in September …

School Accommodation

I thank the Deputies for their contribution. My understanding is that there are limitations around the Mill Road site, insofar as it can take a tranche of students for 2021 but not for 2022. It is possible to add two additional classrooms on the site without interfering with the play area. At a push, an additional two classrooms, making four in total, could be added but these would have to be put on the school's play area. An additional four classrooms could be provided, therefore, on the site for 2021 and this wou…

School Enrolments

I thank the Senator for raising the matter as it provides me with the opportunity to clarify the current position on the provision of additional primary school places in Dundalk, County Louth. As mentioned by the Senator, in order to plan for school provision and to analyse the relevant demographic data, my Department divides the country into 314 school planning areas. It uses a geographical information system, GIS, which uses data from a range of sources, including child benefit data from the Department of Employm…

School Enrolments

The building and planning unit within the Department has its own way of dealing with and forecasting future school places and schools. I mentioned the 314 school planning areas earlier on. However, I will bring what the Senator said today to the attention of the Minister for Education, whose remit is over the building and planning of schools. There are 29 primary schools in existence in the Dundalk primary school planning area. That is not to say that there is not a case to be made for Haynestown and Blackrock. It …

School Facilities

The Deputy will be aware that the property in which Maynooth Post Primary School was located until recently is owned by Kildare-Wicklow Education and Training Board, KWETB. The school is relocating to a new location. The property vacated by the school has been identified as the permanent location for the Gaelcholáiste, as the Deputy confirmed in his contribution. The Gaelcholáiste will take up occupancy once the necessary work on the property is completed. My Department understands that the movement of the Gaelchol…
