On prevailing side: this member voted with the winning side in 18 of 321 decisive votes (0 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

This is the point of the site: contributions keep the party held on the day, not the one held now.

Institutional Burials Bill 2022: Committee Stage

I move amendment No. 38 In page 34, line 27, after “person” where it firstly occurs to insert “across a range of appropriate disciplines”. My colleagues and I tabled this amendment, which seeks to place more emphasis in the Bill on an integrated identification approach that involves a multidisciplinary response. For example, there is no mention of forensic anthropology in the Bill whereas forensic anthropologists would be essential in the analysis of human remains and, in co-ordination with forensic geneticists, to…

Air Navigation and Transport Bill 2020: Committee Stage (Resumed)

The groupings changed between last night and this morning. I have a copy of the groupings.

Air Navigation and Transport Bill 2020: Committee Stage (Resumed)

I will talk about the amendment. I have met representatives of the Irish Aviation Authority. I am happy to put that on the record. It approached me and we met. That is why we are now seeing amendments coming from the Government. People are listening and taking on board the concerns that were being raised the last time we discussed this Bill in the House. I have also met IALPA on numerous occasions. That is what an elected representative does. You engage with the people who are directly affected by the legislation, …

Air Navigation and Transport Bill 2020: Committee Stage (Resumed)

The issue is the Government amendments have brought together the licenceholders' forum and the licenceholders' charter.

Air Navigation and Transport Bill 2020: Committee Stage (Resumed)

My amendment discusses the licenceholders' forum. The issue is that while I would be prepared to withdraw that amendment, I still have concerns that not all of the issues I was trying to address in amendment No. 1 are covered by the Government's amendments. That is the problem with the groupings.

Air Navigation and Transport Bill 2020: Committee Stage (Resumed)

My concerns are that IALPA still has a preference for a licenceholders' forum but one of its issues concerns the requirement to hold meetings. We have received correspondence from the Irish Aviation Authority which does not give information on whether there will be regular meetings, how often meetings will be held or if they are mandated to be held at certain times. What IALPA is looking for is that the amendment would specify a maximum time between meetings of the forum and the right of a stakeholder to request th…

I intend to be brief because like the Minister of State I am interested in getting this legislation finished but we must get it right.

Air Navigation and Transport Bill 2020: Committee Stage (Resumed)

I want to address the issue of the licenceholders' charter. Other Members have expressed their support for what I said about mandating when meetings take place. I do not see why that cannot be prescribed in the legislation to ensure that no change of management or personnel deters from the situation. In terms of the letter supplied by Captain Gavin, I was reassured by the fact that there would be no veto by any stakeholder. As others have asked, if personnel change will we still have the same guarantee? Amendment N…

Air Navigation and Transport Bill 2020: Committee Stage (Resumed)

Our amendment is No. c 4 a on crew peer support. We know that since the Germanwings murder-suicide crash in 2015, it is recognised that pilots need to be provided with support programmes to deal with personal and mental health issues, and this requirement is mandated by the EASA and came into force in February 2021. IALPA has provided pilot support programmes since the 1970s, which aim to help pilots keep their licences while supporting the pilots and the airlines to resolve difficult personal issues. However, this…

Vaccination Programme

As my colleagues have said, the Quad proposal is inadequate. It is a step backwards. It is "not a workable or effective solution", according to Professor Aisling McMahon from Maynooth University. The people of the global south are the most affected by the vaccine apartheid. At the WTO ministerial conference, the Indian minister for commerce said: ... what we are getting is completely half-baked and it will not allow us to make any vaccines. They have no intentions of allowing therapeutics and diagnostics and if at …

Cuirim fáilte roimh an Aire. I find it interesting to talk of narratives. Let us talk about the Fine Gael narrative. We hear Ministers and spokespeople talking about GDP, the fastest growing economy in the European Union and full employment, but the reality is that one might as well be the emperor strutting around naked because the emperor has no clothes. We are not living in an economy; we are living in a society, and people have been struggling for years under this Fine Gael Government. The costs of housing and c…

I offer my condolences to Councillor Collins's family. As this is Pride Month, I offer solidarity to all the LGBTQ+ community. I especially offer solidarity to our trans brothers and sisters. I call for a debate on the National Parks and Wildlife Service review. Such a debate already took place in the Dáil and I hope that the Seanad will also have the opportunity to discuss that very important and welcome review. We have a very poor track record in protecting wildlife and biodiversity in this country. There are are…

Circular Economy, Waste Management (Amendment) and Minerals Development (Amendment) Bill 2022: Second Stage

Cuirim fáilte roimh an Aire Stáit. I echo others in welcoming the Circular Economy, Waste Management (Amendment) and Minerals Development (Amendment) Bill which is long overdue. For too long we have developed a global economic system which is extractive, linear and based on hyper consumption. The Bill will not address the bigger issue relating to the growth model we live within, but it is a welcome step. We know we are using raw materials unsustainably and this at least puts in place a framework whereby we value th…
