On prevailing side: this member voted with the winning side in 798 of 929 decisive votes (5 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

Report of the Commission on the Defence Forces: Statements

My dad served in the Irish Defence Forces for some 37 years, during which time he served three tours of duty in the Congo in one of the earliest Irish overseas missions. In 1960, they landed in Lagos in bull's wool uniform and heavy black boots. They did not have much except for their small arms weapons and very little armour. They did, however, have their Irish spirit and the ability to get on with everything and everyone, no matter the environment. I am proud of my father's service. I am proud that I grew up in t…

Planning and Development Act (Exempted Development) Regulations 2022: Referral to Joint Committee

I move: That the proposal that Dáil Éireann approves the following Regulations in draft: Planning and Development Act (Exempted Development) Regulations 2022, a copy of which has been laid in draft form before Dáil Éireann on 3rd February, 2022, be referred to the Joint Committee on Housing, Local Government and Heritage, in accordance with Standing Order 95(5), which, not later than 15th February, 2022, shall send a message to the Dáil in the manner prescribed in Standing Order 101, and Standing Order 100(2) shall…

National Parks and Wildlife Service

I thank the Senator for raising this Commencement matter. I will try to outline the trajectory in terms of the report referenced in The Sunday Times and where it fits into the bigger piece of work that we have been doing over recent months. My portfolio as Minister of State with responsibility for heritage and electoral reform is an expansive one. The top priority for me on becoming Minister of State was to restore heritage funding, placing nature, heritage and biodiversity at the heart of what this Government does…

National Parks and Wildlife Service

I thank the Senator for such positive comments. As I said, it our intention to try to get the strategic plan for the future of the NPWS to Cabinet towards the middle or end of February. We know it has been an expansive piece of work. It has taken us longer than expected, but I think it will be worth it. I wish to reiterate the comments the Senator made about the NPWS as an organisation. Since I was appointed, I have visited all of our national parks. It is down to the general operatives, the district conservation o…

Water Quality

I thank the Senator for bringing this matter forward as a Commencement matter. I addressed it previously, and the Minister, Deputy Darragh O'Brien, also has addressed it previously. It is an unfortunate incident and unacceptable, that must be said. In regard to an update, the Minister, Deputy Darragh O'Brien, met the managing director of Irish Water, as well as the chief executives of both Dublin City Council and Wexford County Council on 8 September 2021 to discuss the incidents at Ballymore Eustace and Gorey wate…

Water Quality

The point is well made about the further 35% of smaller water treatment plants that serve Irish Water customers. I will take that point back. It is important that there be a full audit of all water treatment plants because there is the potential for further incidents. There is potential for that in those smaller plants. Since the formation of this Government, one thing we have done is put in place record capital funding for Irish Water to be able to meet its water service delivery programme and to ensure, as it is …

Youth Mental Health: Statements

I acknowledge the trauma and hurt of the young people and their families impacted by appalling failings of CAMHS in south County Kerry. They have been badly let down and harmed by a service in which they should have felt safe and that was trusted by the families. It is unacceptable that such failures of clinical governance failed young people so badly. I was involved in a collaborative mental health project in County Kilkenny for a number of years. Partners included Foróige, GROW, Ossory Youth, the Samaritans, Shin…

Housing Provision

The recently published Housing for All strategy is the Government's plan to increase the supply of housing to an average of 33,000 units per year over the next decade, including an average of 10,000 social homes per annum from 2022 to 2030. Housing for All is supported by an investment package of over €4 billion per annum through an overall combination of €12 billion in direct Exchequer funding, €3.5 billion in funding through the Land Development Agency and €5 billion in funding through the Housing Finance Agency …

Housing Provision

The increased activity in the construction sector has been significant, with the latest commencement notice data showing a total of 30,724 residential dwellings commenced in 2021, which was a 42% increase on 2020. The 2021 total was almost equal to the combined total of 2016 and 2017. The Deputy is correct, in that there will be increased demand. With a full opening up of the economy and lifting of all Covid restrictions, there will be increased activity and demand, but there are also many constraints and pressures…

Housing Provision

In specific response to that, the housing delivery plan is working in tandem with local authorities to ensure that the targets set for local authorities will be met county by county. I will give the specific example of my county, Kilkenny. The Minister, Deputy Darragh O'Brien, and I have visited a number of projects that have opened there in recent months. The local authority there is extremely proactive, will exceed the targets in its housing delivery plan and is very ambitious in trying to use infill development …

Housing Provision

Housing for All commits to delivering 36,000 affordable purchase and 18,000 cost-rental homes by 2030. The Affordable Housing Act 2021 established two separate affordable purchase schemes and a new form of tenure in cost-rental, which saw the first 65 homes tenanted in 2021. The target delivery for affordable homes in 2022 is 4,100. The Minister, Deputy O'Brien, recently approved a further round of cost-rental equity loan applications to allow approved housing bodies, AHBs, to deliver over 700 new homes this year. …

Housing Provision

I will make a general point, rather than one on specific road projects. Critically, one thing that Housing for All is clear on is that housing delivery has to be connected to lots of infrastructure, including public transport and sustainable modes of transport. On the issue the Deputy raised, namely, that housing may not be delivered because a specific road project may not proceed, the ambition around public transport across the country, both urban and rural, is going to help the delivery and unlocking of land. It …

Housing Provision

To answer the specific question asked by Deputy Stanton, he is correct in stating that the issue around rail links and public transport is critically important. This is something that we are clearly committed to under Housing for All. I am not privy to the decision of TII in respect of that specific road project. However, looking at the sustainable delivery of housing units and building sustainable communities, there has to be a connection with sustainable transport. We will get back to the Deputy on the specific p…

Derelict Sites

Deputy Griffin has raised this on numerous occasions, particularly with regard to County Kerry. Housing for All published in September 2021 provides a new housing plan for Ireland to 2030 with the overall objective that every citizen in the State should have access to good quality homes through a steady supply of housing in the right locations with economic, social and environmental sustainability built into the system. This strategy provides for a broad suite of measures, including for first-time buyers. In partic…

Derelict Sites

Gabhaim buíochas leis an Teachta arís. Deputy Griffin is making an important point and his suggestion is worthy of consideration. As I said, a suite of measures is already in place and we are pursuing them. The Croí Cónaithe initiative will deliver. It is an important measure to support local authorities in providing serviced sites for housing, to attract people to build their own homes and for the refurbishment of vacant properties. The town centres first policy, which the Minister of State, Deputy Peter Burke, ha…

Derelict Sites

The Deputies asked quite a number of questions. On the last point made by Deputy Bruton, between 2017 and 2021, the repair and leasing scheme brought 273 units into use. On the point made by Deputy Phelan and other Deputies on one-off houses, the Department launched a vernacular strategy a number of weeks ago. These houses are important from a rural perspective and the pattern of rural Ireland. Rather than knocking these properties we need to put them back into productive use, with supports for doing so. The Minist…

Emergency Services

The Deputy has certainly put forward a very strong case for this type of co-operation. It is important, particularly as we have come through the Covid-19 crisis, which has highlighted significant challenges in rural areas. I am very familiar with that part of the country. To begin, I should clarify that the provision of a fire service in its functional area, including the establishment and maintenance of a fire brigade, the assessment of fire cover needs and the provision of fire station premises, is a statutory fu…

Emergency Services

I absolutely will. It is very important that we do. Another important point is related to Covid-19. The pandemic has presented challenges to the fire services in the delivery of services. Our Department has monitored regular reports from the fire services on the impact of the pandemic on staffing levels and business continuity. In recent weeks, in line with trends among the general population, fire services have experienced heightened disruptions due to the transmissibility of Covid-19, the Omicron variant, and clo…

Animal Culls

Like the Deputy, I wholeheartedly support the sustainable management of the deer population in this country. It is critically important and we have made significant strides in that regard in recent years with the National Parks and Wildlife Service, NPWS, in terms of resources and approving the licensing regime for the hunting of deer. I assume the Deputy's Topical Issue was prompted by the unfortunate incident in Kerry over the weekend where a woman was injured by a stag. I want to extend my sincere sympathy to th…

Animal Culls

For clarity, district conservation officers make a call in terms of the management of numbers in national parks. The Deputy is talking about deer populations outside of our nature reserves and national parks. Last year, we managed to significantly improve the provision of section 42 deer hunting licences. I have met the Irish Deer Commission. We need good training for people who are hunting deer so that they can get a clear kill of an animal in the most humane manner possible. In 2020, 35,134 deer were shot under s…
