On prevailing side: this member voted with the winning side in 437 of 747 decisive votes (6 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

This is the point of the site: contributions keep the party held on the day, not the one held now.

I thank the Senator. Obviously, I speak on behalf of the Minister. I would not like the idea to go out that there is stonewalling because I do not think that is the case. If the Minister spoke about this last week in the Dáil, for me to echo his sentiments today is not unreasonable.

Bus Services

I fully recognise that transport connectivity and reliability are hugely important. That is the case regardless of where one lives. One of the issues the Senator raised was cancellations. As with all previous phases of BusConnects, the NTA is carefully monitoring capacity, punctuality and reliability. Bus cancellations occur for a variety of reasons. It can be due to traffic congestion or a shortage of drivers or mechanics may prevent services from operating. I have looked at the notes and analysis that have been p…

Schools Building Projects

I thank Senator O'Loughlin for raising this matter because it provides me with the opportunity, on behalf of the Minister for Education and Youth to outline to the Seanad the current position in relation to the major building project for Curragh Community College in Magee Barracks, Kildare. This project is included in the Department of Education and Youth’s construction programme which will be delivered under the national development plan as part of the Project Ireland 2040 framework. The brief for this project is …

Schools Building Projects

I hear what the Senator is saying, that the existing accommodation is not suitable. Things are happening and things are in train, but perhaps the capacity and speed at which they are progressing is an issue for the Senator. I will certainly bring her comments to the attention of the Minister, Deputy Naughton. The Senator said the principal and staff are second to none. I fully understand that because I visit many schools myself. That kind of capacity or empathy can never be questioned. However, it is important to e…

Special Educational Needs

I thank Deputy Wall. I am taking this question on behalf of the Minister for Education and Youth. First, the Minister is committed to the provision of additional special places for children with special educational needs. Budget 2026 has secured funding for 3,000 new specialist places and the NCSE is currently examining where these places are best located for the 2026-27 school year. Over 2,700 new places have already been provided for the 2025-26 school year. This means there are now 3,742 special classes nationwi…

Special Educational Needs

The Deputy did not just raise an important question, he did it so passionately as an advocate for the school he spoke of. I can fully understand his passion in this regard. All I can do is thank him for raising the matter and for giving me the opportunity to reassure the House that the Department of Education and Youth and the NCSE are committed to ensuring that all children can access an education that meets their needs. I heard what the Deputy said about local provision, which is hugely important. The Department …

Carer's Leave Eligibility

While I am taking this question on behalf of the Minister for education, I hear very clearly what the Deputy is saying. As somebody who has championed carers' rights for many years, both at European Parliament level and at home, I fully hear the argument he is making. However, I have a response I will read to him and I will perhaps make one or two further comments. As the Deputy said, the carer’s leave scheme is regulated by the Carer’s Leave Act 2001, as amended. The terms and conditions of the carer's leave schem…

Carer's Leave Eligibility

I have a further response here reiterating all of what I said. To be honest with the Deputy, I know he does not want to hear it. Nonetheless, that is my role and responsibility this evening. The Deputy talked about bureaucracy, but it is also the law. He is an expert in this area where I am not, but perhaps the law is what needs changing and not so much the bureaucracy or how the law is implemented. As I said, the employer of all school staff is the individual school board or the board of management which manages t…

Covid-19 Pandemic Supports

I thank the Deputy for raising this important matter. I am taking this question on behalf of the Minister for Health. The Minister once again acknowledges the extraordinary role our healthcare workers played during the pandemic, as do I. They went far beyond the call of duty working on the front line, treating Covid-positive patients, and doing so in the early days when the protections we now take for granted were not yet in place. Their courage and commitment can never be forgotten. The Deputy has described well t…

Covid-19 Pandemic Supports

I hope the Deputy will understand that I will not comment on his remark regarding former Members of this House who are unable to explain their rationale or whatever. However, as he asked, I will bring this to the attention of the Minister for Health, as it has been. I just happen to be answering tonight on her behalf. I again acknowledge the extraordinary service of our healthcare workers during the pandemic. The special scheme for long Covid was an exceptional measure introduced to recognise the unique risks faced…

Wastewater Treatment

I thank the Deputy for raising this issue. I am taking this question on behalf of the Minister for Housing, Local Government and Heritage. The Deputy will appreciate, and already knows, the supply of public water and provision of wastewater services in general are matters for Uisce Éireann in the first instance. Uisce Éireann has statutory responsibility for all aspects of water services planning, delivery and operation at national, regional and local level. Neither I nor the Minister, Deputy James Browne have an o…

Wastewater Treatment

I thank Deputy Donnelly. Again, without knowing any of the specifics, I agree with the Deputy and hopefully we are dealing with the final steps and that, as he said, it would be sealed up and concreted over. I agree nobody should have to live with that. I will again refer to what is contained in the response I have here. I think I can say with sincerity that Uisce Éireann would like to assure customers that it is committed to addressing odour issues and supporting communities impacted by issues relating to public w…

Wastewater Treatment

-----in order that the Deputy will not have to raise this matter again and that nobody will have to respond to it again. The updated national development plan has secured record levels of investment of €12.2 billion for the water sector, of which €11.7 billion will be invested by Uisce Éireann to support the delivery of key strategic projects in our cities and regions in order to deliver the additional water services capacity required for the new housing targets, while prioritising public health and safeguarding th…

Apprenticeship Programmes

I agree with the Deputy about Jim Hargis and the excellent work he is doing at St. Andrew's Resource Centre. I have been there twice. If anybody wants to see how to help to get young men and women into different sectors through traineeships and apprenticeships in a supportive and inclusive way, they need to look at what is happening there. It is an excellent example. I commend the Deputy on mentioning it. The question is about expanding apprenticeships and trade-focused education. He specifically mentioned north Du…

Apprenticeship Programmes

Again, I agree with the Deputy. We are making real efforts to try to ensure that apprenticeships are seen as plan A, not plan B or C. They are not something students get involved in if something else does not work out. They are real, meaningful pathways and opportunities to employment. The Department is very actively involved in a number of programmes to highlight and showcase the attractiveness of apprenticeships. For example, one programme, Facts, Faces, Futures, uses female role models, specifically, to highligh…

Apprenticeship Programmes

The Deputy and I are both in agreement. We recognise the need to increase the number of apprentices. Sometimes, we have to change people's minds before we do anything else. Certainly, a lot the programmes the Department is progressing are attempting to do that. I mentioned the Facts, Faces, Futures and Building Heroes programmes. We also have the Build Back Home programme, which is an international programme aimed at skilled Irish construction workers living abroad to try to entice them back, specifically from Cana…

Mercosur Trade Agreement: Motion [Private Members]

I acknowledge the Deputies who tabled the motion and the genuine debate we have had here this evening. The Government recognises the real depth of concern surrounding the proposed EU Mercosur agreement. In particular, those concerns relate to Irish agriculture and our rural economy as well as the importance of ensuring sustainable adequate environmental protections. For these reasons, and in acknowledgement of the very important points that have been raised here this evening, the Government does not oppose the moti…
