I thank the Minister of State for taking this matter, although I had thought the Minister, Deputy Eamon Ryan, might do so. This issue has been raised repeatedly by me and other Tipperary Deputies. It relates to the Tipperary town bypass, which was first promised 40 years ago. Anybody who knows the town can see how it is absolutely choked up with heavy traffic. I appreciate that not every project can get funding, but we are talking about small money to progress this project. The people of Tipperary and its surrounds have been struggling for too long. Vacant Homes Tax: Motion [Private Members]

I also thank Deputy Cian O'Callaghan and the Social Democrats for bringing forward the motion. The number of residential properties recorded as vacant in December 2022 was 83,662. That is a significant stock of unused properties and if the correct incentives to dissuade people from allowing their properties to sit idle were in place it would go some way to addressing the housing shortage in County Tipperary. In a report published by the European Commission last year Ireland was ranked as the worst country in Europe concerning judicial resourcing at 3.27 judges per 100,000 people in 2020. To say this was below the European average is to be kind. The truth of the matter is that the European average is 17.6 judges per 100,000 people. There is a real deficiency there.
