On prevailing side: this member voted with the winning side in 47 of 993 decisive votes (13 abstentions excluded). Read it as a government-or-opposition indicator rather than a measure of influence — the figure is near 100% for members supporting the government of the day and near 0% for those opposing it.

This is the point of the site: contributions keep the party held on the day, not the one held now.

Agriculture Supports

I raise with the Minister an issue with regard to where Ireland stands on the upcoming CAP negotiations. Farmers envisage a lot of difficulties in the future. While prices are high at the farm gate, farmers will still depend on having an adequate CAP in place to guarantee their future and sustainability. There are serious concerns around this kite that has been flown about changing Pillar 1 and Pillar 2 and maybe amalgamating them with other areas. There are concerns that this funding will not be ring-fenced or ava…

Agriculture Supports

It is clear that the multi-annual financial framework is going to be vital going forward and we will get a sense of where it is at. The key issue for farmers is that there are so many competing interests. The Minister mentioned defence and security which is the one in the headlines at the moment. I concur with him that food security is vital for everyone across the European Union and across the globe. When we have huge problems, such as those we have at the moment where we see great uncertainty from the point of vi…

Agriculture Supports

I thank the Minister and recognise all of that. At the core of this, and it is the point our colleague from Laois made, is the issue of Pillars 1 and 2 and the kite being flown regarding where we will be in the future. It is something that really needs to be dealt with because farmers are fearful when change comes in like that that we will see an erosion, particularly of Pillar 1, which is the direct payment they get that they depend so much on throughout the country. It is particularly so along the western seaboar…

Animal Diseases

I raise the issue of the tuberculosis, TB, forum, and some of the soundings that have come from it which have concerned many farm organisations and people on the ground. In my part of the world and in many places we have seen increased incidence of TB and huge problems on foot of that, with farmers being locked up and not being able to sell or trade their animals. The efforts that have been made over the decades have not yielded results, and there needs to be acknowledgment of that. The eradication programme has be…

Animal Diseases

I thank the Minister. It is stark. That 36% increase really brings home the huge difficulty currently. Wildlife control is one of the serious impacts on all of this. We have to get to grips with the reality. In some parts of the country it is deer; in other parts of the country it is badgers. There are issues there that need to be dealt with. The vaccination programme has also been a failure. It simply has not worked. I wonder, particularly in blackspots where we have serious outbreaks, whether we should have manda…

Animal Diseases

I thank the Minister. He mentioned increased funding. I believe the eradication programme cost about €75 million in 2023. There is a lot of money being spent on this, going back over the decades. We talk about the price of the children's hospital. We are into that kind of money having been spent on trying to eradicate TB in this country, and we are probably worse now than we were many decades ago. It is time to look at this anew. I respect that the Minister said he has taken on the views of many of the farm organis…

Trade Promotion

I support the Deputy on that. At the end of the day we have to get Irish produce into supermarkets. We have to get it exported everywhere around the world. I attended the agrifood regulator inaugural conference today in the Johnstown Court Hotel in County Meath. It was an excellent event and it showed us that we have to look after the farmers and that the primary producer has to get fair play. I know the Minister met the regulator's officials the other evening and I spoke to Joe Healy about that. They need to get p…

Common Agricultural Policy and Ireland's CAP Strategic Plan: Statements

I also welcome Francis Gorman, president of the IFA, and his colleague to the Gallery. The Common Agricultural Policy was launched way back in 1962 as a partnership between Europe and its farmers. Its aims, which have evolved since then, are to support farmers and improve agricultural productivity, ensuring a stable supply of affordable food; to safeguard EU farmers such that they would be able to make a reasonable living from their practices; to help tackle climate change and sustainably manage our natural resourc…

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation

I raise with the Taoiseach the issue of a family in Sligo, the family of Jimmy Loughlin. Jimmy was murdered in 2018. Unfortunately, the person who killed him had a long-term mental health illness. The situation evolved over a number of years. The family is now looking to get a serious incident report from the HSE. The HSE is supposed to compile such a report. It started it but never finished it. When the family looked into the situation, they discovered that this man had years of engagement with mental health servi…

It should come from the HSE but it has failed to provide one.

Power of Higher Education, Research and Skills as Economic Enablers in a Changing World: Statements

I wish Deputies Harkin and Lawless all the best in their ministerial roles. Something that strikes me in respect of the higher education system is that the free education scheme is free in name only for many families who do not qualify for the SUSI grant. It is an arduous task to get the grant. It is a very expensive ordeal to send children to college. I have four children within five years of each other. For the past three years, we have had three of them in college together. This year, it is down to two and next …

Housing and Critical Infrastructure: Motion [Private Members]

Power and water are the two biggest infrastructural issues in my area and in rural parts of constituencies. The impact of the recent storms on our power infrastructure has been absolutely devastating. It has exposed the serious vulnerability that is there. However, I will mainly focus on the water issue and Uisce Éireann. In rural south Donegal, there are very serious problems with the water. There is lime in the water and problems with connectivity. The pipes are ancient. Building cannot be carried out in large pa…

Home Care Packages

I tabled a similar parliamentary question a couple of weeks ago regarding Sligo-Leitrim. One thing I noticed was that, in both counties, the number of hours that were sanctioned but unmet in Leitrim had doubled in the 12 months between 2023 and 2024 and in Sligo had trebled, particularly for older people. One thing I discovered is that what normally happens is the district nurse or some professional recommends a specific number of hours for Lily, Mary, John or whoever as the hours they need but they are never given…

Hospital Facilities

Sligo University Hospital has the worst-resourced orthopaedic Department with the worst orthopaedic infrastructure in the country. This is an unfortunate reality. It is a consistent struggle for surgeons to get work done there. The current issue is that the theatre roof leaked last week during intense rain showers. Water enters what is supposed to be a sterile area and compromises sterility. This increases the chances of surgical patients getting infections, which is a major patient safety issue. I know the Ministe…

Hospital Facilities

I appreciate the Minister's update. It is positive that the management is meeting with the surgeons to try to deal with this situation. I spoke to some of the surgeons, who are extremely frustrated. They want to do their job but they cannot do it effectively in the facilities they have. There are only eight elective orthopaedic beds in the ward, which must be shared between the patients of six consultants. The situation is not fit for purpose in the long term. We need to look at how to deal with this. The surgeons …

Hospital Facilities

That is positive news but we need to put a deadline on this to ensure it happens. While the new complex may be at design stage, it is a long way from being built. As Deputy Connolly mentioned in regard to Galway, people talk about these things for years and years but nothing happens. That is the reality. We do not want that situation to occur in this case. There are other facilities can be utilised more. For instance, Our Lady's Hospital in Manorhamilton could be utilised for some of the orthopaedic treatment day s…

Report of the Farrelly Commission: Statements (Resumed)

One of the things that strikes me about all of this is that what sets the human being apart from all other mammals is that we have the ability to communicate. That is what makes us different. One question at table quizzes is often about the first three words in the Bible, but the second three words are more important, "In the beginning was the Word". We had words and could speak and communicate. That is why it is vital that people who do not have the ability to communicate clearly are heard. The previous speaker sa…

Childcare: Motion [Private Members]

Many families in every part of the country, in rural as well as urban areas, simply cannot find a childcare place. This is a real problem. If they find a place, it is excessively expensive because provision is so scarce. The Government came forward at election time and said it would provide childcare at €200 per month and also do this, that and the other. In line with what a politician famously noted in the past, this seems to be the sort of thing that is said at elections but is not followed through on subsequentl…
